Trazo poxa catro montes patrimoniais cun tipo mínimo conxunto de 68.071 euros

The Trazo City Council is putting out to public tender the timber harvesting of four municipal heritage forests, with a combined minimum price of 68,071.00 euros excluding VAT. The call was approved by Mayoral Decree No. 266/2026, dated October 27, 2026, and published in the Official Gazette of the Province of A Coruña No. 208, Friday, October 30, 2026, in the Local Administration section, with official reference 2026/6995 and under file 2026/X998/000154.

A heritage business outside the Contracts Law

The tender is in the nature of a heritage business and is excluded from the scope of Law 9/2017 on public sector contracts. The procedure is governed by the specifications approved by the Mayor’s Office and by the regulatory framework detailed in the announcement itself:

  • Law 5/1997, on local administration of Galicia.
  • Royal Decree 1372/1986, on assets of local entities.
  • Law 7/2012, on forests of Galicia.
  • Decree 73/2020.
  • Law 43/2003, on forests.

The object is the allocation, by price, of the forest standing of the City Council’s heritage estates resulting from the Monzo-Restande Land Consolidation Zone. The starting valuation appears in the expert report of September 24, 2026. The processing is supported by the municipal Secretary-Intervention, located at Viaño Pequeno, 14, 15687 Trazo (A Coruña), telephone 981 689 001, and the specifications can be consulted on the municipal electronic office.

Four lots and a joint bid option

The specifications divide the harvesting into four lots, each with its own minimum price that cannot be reduced:

  • Lot 1 — estate no. 548-1, «Pedroso Vello», cadastral ref. 15087A505005480000AT: 6,552.00 euros.
  • Lot 2 — estate no. 591, «Lagoa», cadastral ref. 15087A505005910000AR: 19,294.00 euros.
  • Lot 3 — estate no. 705, «As Fontes», cadastral ref. 15087A505007050000AP: 2,865.00 euros.
  • Lot 4 — estate no. 706, «Chan da Lagoa», cadastral ref. 15087A505007060000AL: 39,360.00 euros.

Bidders may bid for a single lot, for several, or for the single joint lot, although in the latter case the global price may not be lower than 68,071.00 euros excluding VAT. Bids below the minimum price of each lot will not be accepted and VAT shall be borne by the successful bidder. The highest economic offer that exceeds the corresponding price will be awarded; the bid for the single joint lot will only displace the best individual bids if its global price exceeds the sum of those. The final guarantee is set at 5% of the award price.

Forestry solvency, 26-day deadline and opening in December

Natural or legal persons with full capacity to act, not subject to prohibitions from contracting with the public sector and who prove technical solvency in timber harvesting, with registration in the Forestry Sector Companies Registry where applicable, may apply. The required documentation includes a copy of the NIF or deed of incorporation and powers of attorney, a responsible declaration of not being subject to prohibitions from contracting, and accreditation of said solvency.

  • Submission deadline: 26 calendar days from the day following the publication of the announcement in the provincial bulletin.
  • Modality: electronic only, via the City Council’s electronic office, using the forms attached to the request (Annex I for a single joint lot, Annex II for separate lots).
  • Opening of bids: public act on December 1, 2026, at 10:00 AM, at the Trazo City Hall, before the Bidding Table designated by the Mayor’s Office.

The successful bidder must process the authorization or responsible declaration of harvesting before the forestry administration. The maximum execution period is 12 months and the amount actually obtained must be reported in the month following the completion of the works. The announcement is signed by the mayor, Josefina Suárez López, in Trazo, on October 27, 2026.

For the region’s forestry sector, the bid opens a relevant timber pool in the middle of the cutting campaign: four patrimonial mountain estates with a combined volume valued at over 68,000 euros and the possibility of submitting a single global offer. Interested companies have just over three weeks to prepare the documentation and complete the electronic office forms before the public opening in December.
