The Ministry of Energy and Mines (MINEM) granted the company Consorcio Transmantaro S.A. (CTM) the definitive concession to develop electric power transmission activities for the project “500 kV Link Nueva Yanango – Nueva Huánuco and Associated Substations.” The decision was formalized through Ministerial Resolution No. 435-2026-MINEM/DM, signed on October 9, 2026, and published on Thursday, October 15, 2026, in the Legal Norms section of the Official Gazette El Peruano.
The regulation is based on Article 28 of Decree Law No. 25844, the Electric Concessions Law, which reserves the granting of definitive concessions via ministerial resolution to MINEM, and Article 37 of its regulation, approved by Supreme Decree No. 009-93-EM. File No. 14429926 was initiated with the request submitted by CTM on January 19, 2026, registered under No. 4214561, within the framework of the Guaranteed Transmission System Concession Contract signed between the company and the State on January 29, 2018.
The resolution also approves the text of Concession Contract No. 657-2026, which consists of nineteen (19) clauses and three (3) annexes, and authorizes the Director General of the General Directorate of Electricity to sign it on behalf of the State, as well as the corresponding public deed.
Territorial scope of the concession
The work extends across 31 districts belonging to ten provinces in four departments of the center of the country:
- Junín: San Ramón, Chanchamayo, San Luis de Shuaro, Ulcumayo, Pampamarca, Rondos, Sillapata, Shunqui, Ripán, Mariano Dámaso Beraún, Rupa-Rupa, Molino, Umari, Chaglla, and Huallanca.
- Pasco: Oxapampa, Chontabamba, Huancabamba, and Panao.
- Huánuco: Amarilis, San Pablo de Pillao, Santa María del Valle, Churubamba, Chinchao, Huánuco, Quisqui, Jacas Chico, Chavinillo, Cahuac, Chacabamba, and Obas.
- Provinces included: Chanchamayo, Junín, Oxapampa, Huánuco, Yarowilca, Lauricocha, Dos de Mayo, Leoncio Prado, Pachitea, and Bolognesi.
Technical characteristics of the facilities
Article 2 of the resolution details the assets essential for operating the concession, including their voltages, lengths, and right-of-way widths:
- Line S.E. Campas – S.E. Nueva Yaros, 500 kV, one circuit, 190.76 km and 64 m right-of-way.
- Line S.E. Nueva Yaros – S.E. Yungas, 220 kV, one circuit, 110.31 km and 25 m right-of-way.
- Line S.E. Tingo María – S.E. Chaglla, 220 kV, one circuit, 39.13 km and 25 m right-of-way.
- Link S.E. Nueva Yaros – S.E. Amarilis, 138 kV, one circuit, 0.19 km and 20 m right-of-way.
- 220 kV spurs: Paragsha–Chaglla (T97), 23.28 km and 23.34 km; Vizcarra–Tingo María (T140), 11.85 km; Vizcarra–Antamina (T30), 0.50 km; and Yungas–Vizcarra–Antamina (T32), 0.40 km.
The Nueva Yaros 500/220/138 kV Substation will feature three yards and gas-insulated switchgear (SF6) GIS-type equipment at 500 kV and 220 kV, with space provision for eight future bays and no power transformer planned. The project also includes the Yungas 220 kV Substation and expansions at the Campas 500 kV substations—with a 500 kV and 90 MVAr three-phase line reactor, consisting of three 30 MVAr single-phase units plus one spare—Tingo María 220 kV, Chaglla 220 kV, and Amarilis 138 kV.
Prior Verifications and Compatibility
Before resolving, MINEM requested an inspection of the project area from OSINERGMIN, in response to statements made by CTM. Through Report No. DSE-SIE-451-2026, dated September 10, 2026, the supervisory body concluded that the distances measured at the crossings comply with the minimum safety distances of the National Electricity Code – Supply 2011, with no non-compliances identified.
The General Directorate of Electricity, through Reports No. 675-2026-MINEM/DGE-DCE and No. 676-2026-MINEM/DGE-DCE, determined that the project is compatible with existing concessions and that the request meets the requirements of Article 25 of the Electricity Concessions Law and Procedure Code CE01-3 of the MINEM Single Text of Administrative Procedures. The General Office of Legal Advice, through Report No. 1349-2026-MINEM/OGAJ, concluded that it was legally viable to issue the resolutive act. The resolution bears the signature of Minister Guillermo Shinno Huamaní and mandates its publication once in El Peruano within five (5) business days following its issuance, at the expense of the concessionaire company.
The concession consolidates a 500 kV transmission corridor connecting the central jungle with the interconnected system and enables the evacuation of energy from a hydroelectric expansion zone with growing demand. For users, the reinforcement aims to improve supply reliability in Junín, Pasco, Huánuco, and Áncash, and to sustain the operation of industrial and mining facilities that depend on the 220 kV network in the center of the country.
