Energy Transition authorizes the modification of the HFV Iniesta photovoltaic plant in Cuenca
Por FactBox Admin

The General Directorate of Energy Transition, a body dependent on the Regional Ministry of Sustainable Development of the Junta de Comunidades de Castilla-La Mancha, has granted Fuentes Eólicas Dos, S.L.U. the prior administrative authorization and the administrative construction authorization for the modification of the solar photovoltaic installation named HFV Iniesta, including its auxiliary and evacuation infrastructures. The resolution, signed on October 18, 2026, by the general director Alipio García Rodríguez, is published in the Official Gazette of Castilla-La Mancha (DOCM) No. 207, dated October 28, 2026, with reference 2703/01582-M1 and official identifier 2026/7703. The installation maintains 5 MW of installed power in inverters and reaches 5.761224 MWp in photovoltaic modules, in the municipality of Iniesta (Cuenca).
The file originates from the original authorization, granted on October 23, 2024, to the same company by the General Directorate of Energy Transition (reference 2703/01582), published in DOCM No. 218, dated November 11, 2024. On May 26, 2026, Fuentes Eólicas Dos, S.L.U. requested the prior and construction authorization for the modification of the project, with the objective of hybridizing the solar plant with the Iniesta wind farm, which has 5 MW of installed power, located in the same municipality and of which it is the owner (references 2701/00682 and 16270100036), and which has an operation authorization resolution dated March 27, 2020.
Less fenced area and higher power bifacial modules
The modification moves the plant’s protection, control, and measurement center (new CPCM) next to that of the existing wind farm, which requires reorganizing part of the interconnection lines between both facilities. Additionally, the fencing perimeter is reduced and the modules are changed, moving from monofacial 550 Wp to bifacial 710 Wp. The authorized technical characteristics are:
- Location: polygon 20, plots 155, 156, and 162 of the municipality of Iniesta (Cuenca).
- Area delimited by fencing: 6.8654 hectares, with 1,070 meters of enclosure.
- Generation: 7,056 bifacial modules of the brand Canadian Solar, model CS7N-710TB-AG or similar, on fixed structures oriented south and tilted 30 degrees.
- Power station: 4 Ingeteam inverters of 1,250 kW, one 6,870 kVA transformer, and elevation from 660 V to 20 kV.
- 20 kV medium voltage underground line of 1,315 meters to the new CPCM, plus a modification of 902.5 meters and a service connection of 86.5 meters.
- Connection point: T2 bars of the SET Iniesta, owned by i-DE Redes Eléctricas Inteligentes, S.A.U., with an access capacity of 5 MW confirmed by the distributor on October 28, 2022 (reference EXP-28-9041611210).
Without environmental assessment and with pending urban planning qualification
The Environmental Quality Service of the Provincial Delegation for Sustainable Development of Cuenca concluded on July 9, 2026 (file SLEE/2023/CU/00452) that the modifications do not pose an environmental impact that justifies an assessment procedure, after consulting the Natural Environment and Biodiversity Service. The request was submitted for public consultation via an announcement on August 7, 2026, published in the DOCM no. 153, of August 12, 2026 (2026/6008), with no allegations presented within the deadline.
The municipal process, however, leaves one condition open: the Iniesta City Council reported on September 18, 2026, that the project must undergo the Urban Planning Qualification process, a requirement that the promoter expressly accepted on September 25. The Provincial Delegation for Sustainable Development of Cuenca issued a favorable report on September 29, 2026, as did the Energy Installations and Technologies Service, in accordance with Decree 80/2007 and Decree 112/2023.
Conditions and appeal process
The resolution is granted without prejudice to other necessary authorizations, especially those relating to land use planning and the environment, and obliges the holder to notify the network operator of any change in access and connection permits. Failure to comply with the conditions or a substantial variation in the premises that allowed the granting may lead to its revocation. Against the resolution, which does not exhaust the administrative route, an administrative appeal (recurso de alzada) may be filed before the head of the Department of Sustainable Development within a maximum period of one month from the day following its notification, pursuant to Law 39/2015.
The regional approval clears the final administrative stage of a project that has been in process for two years and turns Iniesta into a point of renewable hybridization: the solar plant will share a connection point and evacuation line with an already operational wind farm, avoiding new network infrastructures on rural land in the Manchuela region of Cuenca.
