Ecological Transition authorizes the Puerto Real Fénix photovoltaic plant of 133.5 MW

The General Directorate of Energy Policy and Mines, under the Ministry for the Ecological Transition, has granted Fénix Renovable, S.L. the administrative and construction authorization for the PSF Puerto Real solar photovoltaic plant, with 133.5708 MW, and has declared the public utility of its 220 kV overhead line. The resolution, signed on July 29, 2026, by the general director Manuel García Hernández, is published in the Official Gazette of the Province of Cádiz number 187, dated September 28, 2026, under document number 301.075. The agreement comes after the High Court of Justice of Madrid annulled the previous authorization and forced the proceedings to be rolled back.

The project is processed under reference PFot-026 and affects the municipal boundaries of Puerto Real and Jerez de la Frontera, in the province of Cádiz. The new resolution complies with the ruling of judgment 5129/2024, dated April 15, from the High Court of Justice of Madrid, issued in ordinary procedure 822/2021, which challenged the validity of the resolution of October 19, 2020—which dismissed the administrative appeal of March 13, 2019—and the authorization of January 16, 2019, for a 126.5 MW park. The court declared that both resolutions were not in accordance with the Law and ordered the file to be returned to the moment prior to the first of them, so that the Administration could justify whether it was the same project and thus determine the applicable legislation.

The processing dates back to 2013, when the developer requested authorization for the 110 MW Jerez de la Frontera project, and has been developed in accordance with Royal Decree 1955/2000, of December 1, and the consolidated text of the Environmental Impact Assessment Law approved by Royal Legislative Decree 1/2008, of January 11.

A 133.5708 MW plant and 404,760 modules

• Installed capacity: 133.5708 MW, according to article 3 of Royal Decree 413/2014, of June 6.
• Modules: 404,760 polycrystalline panels of 330 W.
• Inverter capacity: 119.501 MW, with 73 Ingeteam inverters of 1,637 kW.
• Support: 80.784 MW on fixed structures and 52.78 MW on single-axis trackers.
• Transformation centers: 20 transformers of 3,280 kVA and 11 of 4,920 kVA, 0.32/20 kV.
• Nominal capacity according to access and connection permits: 110 MW, maximum evacuable capacity authorized by Red Eléctrica de España, S.A.U.

Substation and 220 kV overhead line

The 20/220 kV transformer substation, located in Puerto Real, features three 50 MVA transformers, a single-bus configuration, and an outdoor 220 kV switchyard with three transformation bays; the 20 kV switchyard utilizes sulfur hexafluoride (SF6) insulation. The overhead evacuation line links this substation with the Cartuja 220 kV Substation, owned by Red Eléctrica de España, S.A.U.

• Length: 12.10 km, with 42 steel lattice tower supports.
• LA-280 conductor, one circuit and one conductor per phase; OPGW-48 ground wire.

Environmental Background and Consulted Bodies

The favorable environmental impact statement was formulated by resolution dated July 13, 2018, from the Directorate General for Biodiversity and Environmental Quality, published in the Official State Gazette number 193, on August 10, 2018, and its conditions were modified on May 27, 2025. The project underwent public consultation with announcements in the Official State Gazette (November 23, 2015), the Official Gazette of the Province of Cádiz (December 11, 2015), and the ABC newspaper (November 19, 2015), in addition to being displayed on the notice boards of the town halls of Jerez de la Frontera and Puerto Real.

Among the consulted bodies and entities are the Andalusian Energy Agency, the State Meteorological Agency (AEMET), the Guadalquivir Hydrographic Confederation, Endesa Distribución Eléctrica, S.L.U., Endesa Generación, the Hydrocarbon Logistics Company (CLH), the Provincial Council of Cádiz, and the Andalusian ministries of Environment, Public Works, Culture, and Employment, as well as WWF/Adena, Ecologistas en Acción, Greenpeace, and SEO/BirdLife. The Puerto Real Town Hall reported on the urban planning compatibility of the project.

Conditions and Appeal Process

The construction authorization does not exempt the requirement to obtain other necessary authorizations and permits for the execution of the work, and the Administration may nullify it if the holder fails to comply with the imposed conditions. Against the resolution, which does not end the administrative process, an administrative appeal (recurso de alzada) may be filed before the holder of the Secretary of State for Energy within one month from the day following its notification or publication.

The declared public utility enables the occupation of land and the establishment of easements over public domain assets and properties affected by the line, which unlocks a project with more than a decade of processing and consolidates the joint evacuation of several photovoltaic plants in the area into the transmission grid.
