Por FactBox Admin

The Ceutí Sports Institute (ICD) has approved the in-house assignment to TRAGSATEC for the management and operation of the “Ciudad de Ceuta” Equestrian Center for an amount of 372,712.04 euros and a term running from October 1, 2026, to March 31, 2027, extendable for six more months. The decree is signed by the Councilor for Trade, Tourism, Employment, and Sport and president of the ICD, Nicola Cecchi Bisoni, dated October 5, 2026. The resolution is published in the Official Gazette of the City of Ceuta (BOCCE) No. 6,663, of October 23, 2026, on page 3673, within the General Provisions section.
The assignment is supported by Article 32 of Law 9/2017, of November 8, on Public Sector Contracts (LCSP), which allows contracting authorities to execute service provisions through a personified in-house means in exchange for tariff compensation. TRAGSATEC —Tecnologías y Servicios Agrarios, S.A., S.M.E., M.P., with CIF A79365821— holds this status regarding the autonomous cities by the twenty-fourth additional provision of the LCSP and by Royal Decree 69/2019, of February 15. The councilor acts by delegation of the Governing Council of the City of Ceuta of December 5, 2023, and under Article 10 a) of the ICD Statutes.
The new assignment replaces the extension approved on June 30, 2026, which covered the period from July 1 to September 30, 2026, for 185,427.23 euros. In September, the ICD had already modified the assignment to incorporate the role of a work team coordinator, without an economic increase, according to the decree published in BOCCE No. 6,652, of September 15, 2026.
Five provisions under a single assignment
The object of the contract covers, according to the decree, the comprehensive development of the following activities:
- Management and operation of the “Ciudad de Ceuta” Equestrian Center.
- Sports Riding School.
- Hippotherapy Program.
- School Riding Activity included in the Educational Guide.
- Collaboration with I.E.S. Clara Campoamor for the development of the practical classes of the TSEAS.
The detailed content of each provision is listed in the report contained in the file, and the assignment will be formalized in an annexed document with the characteristics of the service, its scope, and its duration.
372,712 euros as a spending ceiling
The approved amount corresponds to the administration’s execution budget and is a maximum: the actual figure to be paid to TRAGSATEC will be the result of the costs effectively incurred during execution. The expenditure is financed through the budgetary application 014/3410/22795 “Service provision contracts” of the ICD budget for 2026.
The amount is determined by TRAGSATEC itself by applying the official rates of the TRAGSA Group, approved by the Resolution of April 13, 2023, of the Undersecretariat. Payment will be made through monthly invoices for the services actually performed, approved by the project manager of the assignment and confirmed by the president of the ICD.
Necessity report and appeal process
The file includes a necessity report issued by the ICD sports technician Gema Moronta Méndez, dated September 17, 2026, along with the budget, accreditation of sufficient budgetary allocation, the justifying report, the proposal or assignment document, and the legal report.
The decree orders to notify the Governing Council and publish the resolution in the BOCCE, on the Procurement Platform, and on the Transparency Portal, in accordance with article 8.1.b of Law 19/2013, of December 9. Against the resolution, which does not exhaust the administrative route, an ordinary appeal for reversal may be filed before the Councilor for Commerce, Tourism, Employment, and Sport within one month from the day following its notification or publication, according to article 121 of Law 39/2015.
The continuity of the service directly affects the users of the equestrian center, the students of I.E.S. Clara Campoamor who carry out their TSEAS internships there, and the staff who attend to the riding school and the hippotherapy program. With the assignment in force until March 31, 2027, and the option to extend it for another semester, the ICD guarantees the activity during the school year without calling for an open tender, through the “in-house” (medio propio) formula.
