Traffic cuts off exit 157 of the AP-9 during the Conxemar fair in Vigo

The Provincial Traffic Headquarters of Pontevedra has ordered a special device for the regulation, organization, control, and management of traffic on the occasion of the XXVII International Frozen Seafood Products Fair (Conxemar), which will be held at the Vigo Exhibition Institute (IFEVI) on October 6, 7, and 8, 2026. The resolution, signed by the provincial head of Traffic Paula Yubero Plaza on September 16, 2026, is published in the Official Gazette of the Province of Pontevedra (BOPPO) number 181, dated September 21, 2026, in the State Administration section, with the official reference 2026068396. The measures will be in effect between 07:00 and 14:00 hours on those three days.

The decision is framed within article 37 of Royal Decree 1428/2003, which allows the competent authority to order different directions of circulation, access prohibitions, road closures, and mandatory itineraries for reasons of security or fluidity, and article 39, which enables temporary restrictions on the circulation of trucks with a maximum authorized mass exceeding 3,500 kilograms. The competence to monitor, regulate, and manage traffic on interurban roads corresponds to the General Directorate of Traffic, according to articles 5 and 6 of Legislative Royal Decree 6/2015.

The text notes that the fair gathers a very large number of people linked to the wholesale, export, processing, and import of fishing and aquaculture products over several days, and that a traffic intensity much higher than usual has already been detected at the accesses to IFEVI and the airport, especially on the AP-9 between kilometer points 153 and 159. Between 2023 and 2025, a similar special device was applied, after which a reduction in congestion and incidents on the highway and nearby roads was observed.

Closures and one-way streets on the AP-9 and Avenida do Tranvía

The resolution authorizes, with prior favorable reports, six concrete measures on the itineraries leading from various municipalities of the province toward IFEVI and the airport:

• Closure of the exit ramp of exit 157 of the AP-9 in the direction of Pontevedra, at the roundabout of Avenida do Tranvía in the municipality of Vigo, with alternative diversions.
• One-way traffic, in the descending direction toward Peinador airport, in the two existing lanes of the access ramp of exit 157 of the AP-9, up to the connection roundabout with that avenue.
• Descending one-way traffic, also toward Peinador, in the two lanes of Avenida do Tranvía between the connection with the ramp of exit 157 and the start of the road at the access roundabout to Peinador and IFEVI, which connects with roads EP-2603 and N-555, prohibiting traffic in the ascending direction in that section.
• Closure of the lane in the descending direction toward Peinador on Avenida do Tranvía, between the height of Santa Mariña street and the access roundabout to exit 157 of the AP-9, with alternative diversions.

Truck restrictions and access control

In addition to the closures, the measure includes two direct limitations on who can circulate and where:

• The exit of vehicles intended for the transport of goods with a maximum authorized mass exceeding 3,500 kg is prohibited via exit 157 of the AP-9 highway.
• Access to IFEVI from the main entrance, located at the “rotonda da avioneta,” is reserved exclusively for authorized vehicles, taxis, and buses.

Publication, signage, and sanctioning regime

Limitations of this type must be published with a minimum notice of eight business days in the Boletín Oficial del Estado, optionally in the official regional journals, and communicated by electronic means to the National Access Point for traffic and mobility. The petitioner is obliged to signpost the alternative itinerary established by the traffic authority throughout its route, and the closing and opening to traffic must be executed by the authority responsible for surveillance or authorized personnel.

The regulation warns that circulating without the corresponding authorization on roads subject to restrictions for road safety or fluidity is considered a very serious infringement, according to article 77.l) of the consolidated text, as is circulating in the opposite direction to that stipulated, as set out in article 77.f).

The measure directly affects residents of Vigo who use the Avenida do Tranvía and exit 157, transporters who habitually exit the AP-9 via that ramp, and the thousands of attendees and exhibitors traveling to IFEVI and the Peinador airport. During the mornings of October 6, 7, and 8, it is advisable to anticipate travel, follow the signposted detours, and keep in mind that the main access to the fairground is closed to unauthorized private vehicles.
