Tortuero raises waste collection fee to 90 euros after final approval
Por FactBox Admin

The Tortuero City Council has definitively approved the modification of the Fiscal Ordinance Regulating the waste collection fee, setting the fee at 90.00 euros. The plenary agreement is published in the Official Gazette of the Province of Guadalajara No. 206, corresponding to Wednesday, October 28, 2026, containing the full text of the modification and the details of the applicable amount.
From provisional agreement to definitive approval
The origin of the measure lies in the entity’s Plenary, meeting in an ordinary session on August 26, 2026, which initially approved the modification of the fiscal ordinance. That provisional agreement was submitted for public review via an announcement published in the BOP of Guadalajara No. 166, on Monday, August 31, 2026, with a period of thirty days from the day following its insertion to examine the file and submit claims, in accordance with Article 17.2 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5.
After this period elapsed without any claims being filed, the provisional plenary agreement was automatically elevated to definitive, as stated in the now-published announcement. The text is made public “for general knowledge” in compliance with Article 17.4 of the same Recast Text, as indicated in the official document itself.
Economic content: 90.00 euros
The approved modification is summarized in a single economic statement literally recorded in the announcement:
- Modification text: “Modification of the waste fee: 90.00 €”.
- Effect: the new amount replaces the previous amount of the waste collection fee and will be applied to the service bills.
- Scope: municipality of Tortuero, in the province of Guadalajara.
- Approving body: the Plenary of the Tortuero City Council.
- Date of agreement: August 26, 2026.
- Signature of the announcement: in Tortuero, on October 20, 2026, by the mayor, Mr. Ismael Moreno Moreno.
The published announcement does not detail bonuses, exemptions, or the application calendar for the new amount, limiting itself to the global figure recorded.
How to appeal: two months and headquarters in Albacete
Against the definitive agreement, interested parties may file a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Castilla-La Mancha, headquartered in Albacete. The deadline is two months starting from the day following the publication of the announcement, in accordance with Article 19 of the Recast Text of the Law Regulating Local Treasuries and Article 46 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction.
Up to the date of publication, the file and the text of the ordinance have been available to residents on the municipal electronic office, http://tortuero.sedelectronica.es, the channel enabled by the entity both during the public information phase and for the knowledge of the final text.
Impact for residents
The modification directly affects the bills of all households in the municipality, as the waste collection fee is a periodically collected payment linked to the waste collection service. With the publication in the BOP of Guadalajara No. 206, of October 28, 2026, the agreement is formally closed and the new amount of 90.00 euros becomes part of the current fiscal ordinance of Tortuero, which no longer requires any further municipal processing for its application.
