Tortuero presents the 2024 General Account to the public

The Tortuero City Council has agreed to make the General Account for the 2024 financial year available for public inspection for a period of fifteen days, during which those who consider themselves interested parties may submit claims, objections, or observations. The announcement, signed by the mayor Mr. Ismael Moreno Moreno on August 26, 2026, is published in the Official Gazette of the Province of Guadalajara number 166, dated August 31, 2026.

Legal Framework

The exhibition is carried out in compliance with Article 212 of the Revised Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. The General Account has been previously reported by the Special Accounts Commission, the body that ensures the prior auditing of the accounting documentation before its submission to the citizenry.

Deadline and Method for Allegations

During the fifteen days of exhibition, interested parties may formulate any allegations they deem appropriate. The procedure provides three avenues for participation:

The publication of the General Account is part of a budgetary transparency exercise that allows the residents of Tortuero to know the details of the budget liquidation, the balance sheet, the income statement, and the report for the 2024 financial year. The opening of this allegation period constitutes an essential mechanism of citizen control over the management of municipal public funds, by offering residents the opportunity to review and question the budgetary execution of the last closed financial year before its final approval by the Plenary.
