Torroella de Montgrí opens the new mobility ordinance for public consultation

The Plenary of the Torroella de Montgrí City Council initially approved, in the ordinary session of August 6, 2026, the modification of the municipality’s Mobility Ordinance. The agreement is published in the Official Gazette of the Province of Girona number 179, of September 17, 2026, with the official reference BOP-2026_0_179_7974 (file 172246F). The regulation incorporates a new wording of articles 26, 31, and 32 and adds a chapter VIII dedicated to infractions and sanctions, consisting of articles 34 to 38.
The modification directly affects drivers, pedestrians, and businesses in the municipality, as it regulates both the conditions for the use of public roads and the sanctioning regime applicable to non-compliance. The edict is signed by the mayor, Jordi Colomí i Massanas, dated September 8, 2026.
Public information and deadlines
The initial approval agreement and the draft regulation are submitted for public information for a period of 30 business days, counted from the day after the last of the planned publications. These publications are:
- The Official Gazette of the Province of Girona.
- The Official Gazette of the Generalitat de Catalunya.
- One of the daily written media outlets.
- The corporation’s notice board.
During this period, any person may examine the file and submit any claims and allegations they deem appropriate. If no claim or suggestion has been presented after the deadline, the initial approval agreement will become final without the need for any further procedure.
Consultation of the text and entry into force
The documents can be consulted during office hours at the Secretariat of the corporation, at plaça de la Vila, number 1, Torroella de Montgrí, or via the link to the text of the ordinance modification provided in the announcement itself.
The Ordinance will not enter into force until its full text has been published in the BOP of Girona and the period of 15 business days established by article 70.2 of Law 7/1985, of April 2, regulating the bases of the local regime, has elapsed. This means that, once the public information period is over, it will still be necessary to wait for the full publication of the text and these fifteen business days before the new mobility rules and the sanctions table become enforceable.
Legal basis of the announcement
The publication is made in compliance with article 178 of the Recast Text of the Municipal and Local Regime Law of Catalonia, approved by Legislative Decree 2/2003, of April 28, and article 63 of the Regulation of Works, Activities, and Services of Local Entities, approved by Decree 179/1995, of June 13.
This is, therefore, a mandatory public exhibition procedure typical of local ordinances, which guarantees citizen participation before the final approval of the regulation.
Impact for residents
The new mobility ordinance of Torroella de Montgrí arrives with a complete sanctioning chapter that did not exist with this scope, meaning that non-compliance with traffic and parking rules will now have a specific regime of infractions and sanctions. Interested parties now have a window of 30 business days to submit allegations to the text before it becomes final.
