Torroella de Fluvià opens grants of up to 80 euros for textbooks

The Torroella de Fluvià City Council has opened the call for grants for expenses derived from the acquisition of textbooks for the 2025-2026 academic year, with an amount of up to 80 euros per child. The call, approved by the mayor’s resolution of August 19, 2026, is published in the Official Gazette of the Province of Girona number 163, of August 25, 2026, with the official reference CVE BOP-2026_0_163_7512.

Purpose and amount of the grants
The grants aim to contribute to the expenses of the 2025-2026 academic year for textbooks, and 100% of the cost will be granted up to a maximum of 80.00 euros per child. The maximum expenditure to be covered by the City Council is 1,500 euros, charged to the budget application 336.48001 TEXTBOOK SUBSIDIES.
- If the applications exceed the maximum expenditure, the amount will be prorated proportionally among the beneficiaries.
- The grants are compatible with other subsidies for the same purpose, but the total cannot exceed the actual cost of the activity.
- The amount will be paid via bank transfer to the current account indicated by the beneficiary.
Requirements to apply for the grant
Beneficiaries who meet the following conditions may apply for the subsidy:
- The child must be registered as a resident in the municipality as of January 1, 2025.
- The child must be enrolled in the compulsory education stage (primary or secondary).
- The beneficiary must hold the status of parent, legal representative, guardian, or similar situations that can be documented.
- To have no tax debts with the City Council and not be in any of the circumstances of article 13 of Law 38/2003.
To prove these requirements, it will be necessary to provide the standardized application form with a responsible declaration, a copy of the family book or a document proving filiation, proof of the minor’s enrollment or schooling, and the invoice or receipt for the acquisition and payment of the textbooks.
Deadline and method of submission
Applications shall be addressed to the mayor and submitted through the General Registry of the City Council, from Monday to Friday from 10:00 to 13:30 hours, or by any of the means listed in article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure. The submission period will open on September 1 and end on September 30, 2026.
The documentation to be submitted includes the TEXTBOOKS 2025-2026 application form, a copy of the DNI, NIE, or passport of the parent or guardian, a bank certificate of the account for the deposit, and proof of enrollment and payment for the books. The maximum period for resolution and notification is two months from the final day of submission, and the expiration without notification shall be understood as the application being rejected due to administrative silence.
Processing and appeals
The Secretariat will verify compliance with the conditions to be a beneficiary, and in the event of a correctable defect, the mayor will resolve the provisional inadmissibility, published on the electronic notice board, with a period of 10 business days to rectify it. The final resolution exhausts the administrative route, and an optional appeal for reversal may be filed with the mayor within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Girona within two months.
The call, signed by mayor Pere Moradell Puig, represents direct relief for families with children schooled in Torroella de Fluvià, who can recover up to 80 euros per child of the cost of textbooks in a context of growing school expenses. Interested parties have the entire month of September to submit the application.
