Torrevieja somete a información pública el eco hotel de La Mata

The Torrevieja City Council has opened for public review the technical project and the environmental impact study for the eco hotel of the La Mata and Torrevieja lagoons, promoted by the company Inner Wellness Eco Resorts, SL. The procedure was ordered by the delegated councilor of the Openings and Activities Area through Resolution 6396/2026, of September 28, and the announcement is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10480, of October 27, 2026, with the official reference DOGV-C-2026-31105. Interested parties have 30 business days from the day following its publication to submit allegations.

A file of 5.49 hectares shared with Guardamar

The project is being processed under the environmental license procedure of the Generalitat’s Law 6/2014, of July 25, on environmental prevention, quality, and control of activities in the Valencian Community, under file number 94155/2026. The announcement identifies the following technical data:

  • Holder: Inner Wellness Eco Resorts, SL.
  • Activity: Eco Hotel Lagunas de La Mata y Torrevieja.
  • Location: polygon 1, plot 13, La Mata.
  • Cadastral reference: 03133A00100013 (03133A001000130000OD).
  • Surface area in Guardamar del Segura: 5.49 hectares.

The location is situated within the municipality of Torrevieja, but the action “likewise affects” surface area of the neighboring municipality of Guardamar del Segura, as specified in the official text. The reference to the La Mata and Torrevieja lagoons links the project to a wetland environment of high ecological value, although the announcement does not provide further details on the planned buildability.

Ordinary environmental assessment and double competent body

The announcement invokes Article 36 of Law 21/2013, of December 9, on environmental assessment; Article 55 of Law 6/2014; and Law 27/2006, of July 18, on access to information and public participation in environmental matters. The project is subject to the ordinary environmental impact assessment procedure, with an explicit distribution of competencies:

  • The environmental impact statement (DIA) corresponds to the Directorate General of Urbanism, Landscape, and Environmental Assessment of the Ministry of Environment, Infrastructure, Territory, and Recovery of the Generalitat Valenciana.
  • The Torrevieja City Council acts as the substantive body in the processing of the environmental license.

Along with the technical project, the environmental impact study (EsIA), the landscape integration study (EIP), and the floodability study are submitted for public exhibition. The complete documentation is also publicized in the Official Gazette of the Province of Alicante, on the municipal notice board, and on the electronic headquarters.

Where to consult and how to appeal

The file may be examined through two channels, both detailed in the announcement:

Allegations may be submitted by natural or legal persons, associations, and entities that consider themselves interested parties, through the City Council’s electronic office or by any of the means specified in article 16.4 of Law 39/2015, of October 1, addressed to the Delegated Department of Openings and Activities. The announcement was signed in Torrevieja on October 1, 2026, by Federico Alarcón Martínez, Councilor for Activities.

Impact for residents, environmentalists, and tourism

The opening of the period makes the file a matter of direct interest for the residents of La Mata and Guardamar del Segura, for conservation organizations monitoring the wetlands, and for the local tourism sector, which sees the project as a new accommodation piece in a protected environment. As this is an ordinary environmental assessment, citizen participation influences the report that the Generalitat must issue before the City Council resolves the environmental license.
