Por FactBox Admin

The Torres de Segre City Council has announced a tender for the granting of a private use license of the public domain for the municipality’s festival bar during the 2026 and 2027 fiscal years, with a minimum fee of 3,057.16 euros. The terms were approved by Mayoral Resolution on October 29, 2026 —file 633/2026— and are published in the Official Gazette of the Province of Lleida (BOP) no. 209, dated November 2, 2026, under the official reference BOP-2026_0_209_9086. Interested parties have 10 calendar days, counting from the day after publication, to submit their offers.
The procedure is based on Article 57.3 of Decree 336/1988, of October 17, which approves the Regulations on the assets of local entities, and Article 45.1.b) of Law 39/2015, of October 1, on the common administrative procedure. The call is governed by the principles of objectivity, publicity, and competition, and the terms also refer to Article 218 of Legislative Decree 2/2003 (Recast Text of the Municipal and Local Regime Law of Catalonia), Law 33/2003 on the assets of public administrations, Decree 179/1995 on works, activities, and services of local entities, and Law 18/2017 on trade, services, and fairs. The license is temporary in nature, entails precarious possession, is revocable for reasons of public interest, and does not grant a right to compensation. The edict is signed by the mayor, Axel Ferran Curcó Panadés.
Four festivities at the sports pavilion
The bar will be installed at the Torres de Segre sports pavilion, located at Plaça dels Països Catalans, s/n, and must provide service during the festive activities scheduled by the City Council:
- Festa Major del Sagrat Cor: May 9 and 10, 2027, both days included.
- Festa de la Castanyada: the night of November 1, 2027.
- Festa Major de Santa Bàrbara: from December 4 to 8, 2026.
- New Year’s Eve: from December 31, 2026, to January 1, 2027.
The service hours will coincide with those of the scheduled festival, and the sale of drinks may begin one hour before the start of the activities. The contract is classified as private, in accordance with Article 9.1 of Law 9/2017 on public sector contracts.
Minimum fee and scoring scale
The evaluation criteria total a maximum of 100 points and are divided into two blocks: the economic fee, up to 40 points, and professional experience, up to 60 points. The minimum amount to be paid is 3,057.16 euros and includes the supply of 400 reusable 400-milliliter cups, purchased by the City Council for 257.16 euros (0.64 euros per unit), and the cost of preparing and serving 400 free coffees at 0.50 euros each. The fee must be paid in advance and before the exercise of the license, and is a requirement for validity.
Experience is scored with one point for each accredited month, up to 30 points in hospitality and up to 30 additional points in bars for popular festivals. The Jury Tribunal will open the proposals in a public session the day after the deadline ends, at 11:00 AM, and will submit the award proposal to the Mayor’s Office. If the bar remains vacant, the City Council may award it directly to any interested party.
Requirements to compete and operating conditions
Natural and legal persons who hold a hospitality activity license and prove technical and economic solvency, as well as non-profit entities from the municipality, may apply for the license. It is necessary to be up to date with tax and Social Security obligations and to have no debts with the City Council. Applications are submitted via the electronic office and must include:
- NIF of the entity or company and accreditation of the signatory’s representativeness.
- Current civil liability insurance policy.
- Food handling card or certificate for each entity or company.
- Annex 1 (application) and Annex 2 (responsible declaration).
Only one application per entity or company is admitted, and the final day of the deadline ends at 11:59 PM. The awardee must take out civil liability insurance with a minimum coverage of 300,000 euros and serve drinks in reusable cups. The maximum retail prices, including VAT, are 1 euro for water, 2 euros for soft drinks, 2.5 euros for beer and energy drinks, 6 euros for mixed drinks, and 1 euro for coffee, the reusable cup, and a small bag of chips. The bar may not sell drinks in glass cups, cans, tobacco, or vapes, and must provide 100 tickets with a 40% discount and a cloakroom service at 2 euros per item.
The Jury is composed of Teresa Molins Miró as president, Patricia Palau Sabaté and Víctor Navío Roca as members, and Víctor Navío Roca as secretary. An optional appeal for reversal may be filed against the bases before the mayor’s office within one month, or directly, a contentious-administrative appeal before the Court of First Instance of Lleida within two months.
The call arrives with the holiday calendar of late 2026 already approaching: the bar must be operational for Santa Bàrbara and New Year’s Eve a few weeks after the deadline closes, so the award marks the transition of catering to the municipality’s main festivals and sets the prices that residents will pay throughout the cycle.
