Torres de Segre definitively approves the urbanization of three streets

The Plenary of the Torres de Segre City Council definitively approved on November 3, 2026, the urbanization project for La Vall Street, La Creu Street, and Pau Casals Avenue, with a contract execution budget of 2,120,195.18 euros. The agreement was adopted after resolving the allegations made by several interested parties during the public exhibition period. The project had been initially approved in the ordinary session of the Plenary on May 26, 2026. Once the exhibition period ended, allegations were presented by several interested parties, as recorded in the entry register of the Torres de Segre City Council. A budget of 2,120,195.18 euros for three roads

Allegations from interested parties, resolved by the Plenary

The public information process opened the door to contributions from neighbors and owners affected by the three streets. According to the edict, the allegations were registered at the municipal entrance and the Plenary resolved them in the ordinary session of November 3, the same session in which the definitive approval of the project was finalized.

With this agreement, file 307/2026 is completed via the municipal route, and only the material execution of the urbanization works remains.

One month for the appeal for reversal and two for the contentious-administrative appeal

Against the resolution, which exhausts the administrative route, those affected have two alternative paths:

• Optional appeal for reversal (recurso de reposición) before the City Council Plenary, within a period of one month from the day following the publication of the announcement.
• Contentious-administrative appeal before the Lleida Court of First Instance, Contentious-Administrative section, within a period of two months.

If the appeal for reversal is chosen, the contentious-administrative appeal cannot be filed until the former is expressly resolved or its dismissal occurs by administrative silence.

Legal basis and signature of the announcement

The announcement is made public by virtue of article 38.2 of Decree 179/1995, of June 13, which approves the Regulations for works, activities, and services of local entities, and article 45 of Law 39/2015, of October 1, on the common administrative procedure of public administrations.
