Torremenga approves the urban planning agreement for the Action Unit UE 6

The Torremenga City Council has definitively approved the urban management agreement for the development of the urbanizing action of the Action Unit UE 6 SR, of the Municipal Planning Subsidiary Regulations. The agreement is published in the Official Gazette of the Province of Cáceres (BOP) No. 0181, dated September 22, 2026, in Section I - Local Administration, with the official reference CVE: BOP-2026-4397. The promoters of the agreement are the sole owners of the land, Hermanos Galán Ortega.
The agreement was approved by a plenary session resolution on September 9, 2026, and is framed within the Municipal Planning Subsidiary Regulations currently in force in the municipality, the planning instrument that delimits Action Unit UE 6 SR. The urban management agreement allows the owners to undertake the development of the urbanizing action, in this case over the entirety of the affected land, as Hermanos Galán Ortega are the sole titleholders.
The announcement is signed by the mayor, Nuria Mateos Perianez, in Torremenga, on September 15, 2026, and is disseminated for general knowledge through the provincial gazette.
Plenary Approval and Promoters
The municipal plenary definitively approved the urban management agreement for the development of the urbanizing action of the Action Unit UE 6 SR, of the Municipal Planning Subsidiary Regulations of Torremenga. The approval took place on September 9, 2026.
The promoters of the action are the sole owners of the land:
- Hermanos Galán Ortega, titleholders of all the land included in the unit.

Formalization and Deposit in the Single Urban Registry
Following the plenary approval, the agreement was formalized through the signature of the interested parties on September 14, 2026. One day later, on September 15, 2026, it was deposited in the Single Registry of Urbanism and Territorial Planning of Extremadura, attached to the Department of Infrastructure, Sport, and Housing of the Junta de Extremadura.
The deposit was carried out for the purposes provided for in articles 59.4 and 91.7 of Law 11/2018, of December 21, on sustainable territorial and urban planning of Extremadura, which require the registry record of urban agreements.
Deadlines for Appeal
The agreement concludes the administrative process, therefore the announcement details the available means of challenge:
- Optional appeal for reversal (recurso de reposición) before the same body that issued the decision, within a period of one month from the day following its publication, in accordance with articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
- Contentious-administrative appeal before the Contentious-Administrative Court of Cáceres, within a period of two months from the day following its publication, in accordance with article 46 of Law 29/1998, of July 13, of the Contentious-Administrative Jurisdiction.
The announcement specifies that any other appeal deemed more appropriate may be filed.
The final approval and the registry deposit of the agreement clear the way for the urban development of the Action Unit UE 6 SR in Torremenga, by establishing the management framework between the city council and the landowners. For the affected neighbors and owners, the appeals calendar opens from the day following the publication in the BOP, with one month for the appeal for reversal and two months for the judicial route.
