Por FactBox Admin

The Torrelodones City Council has approved the guidelines to select an Artificial Intelligence Expert who will fill an AI Agent position for three years, with the aim of streamlining municipal procedures. The Local Government Board approved the process on September 29, 2026, and the text is published in the Official Gazette of the Community of Madrid (B.O.C.M.) no. 240, dated October 8, 2026, in section III of Local Administration, with the reference BOCM-20261008-83.
The position is called for through a project defense procedure and a merit competition and corresponds to the category of Special Administration Technician, subgroup A2, destination supplement level 26. The call is governed by Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Basic Statute of Public Employees Act, and by Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
A pioneering position to accelerate licenses and grants
According to the guidelines, the AI Agent will develop artificial intelligence applications for use by municipal technicians, adapted to their specific needs. The stated purpose is to streamline municipal procedures, shorten response times for the granting of licenses, authorizations, and grants, optimize the working time of technical services personnel, and provide the Torrelodones City Council with a digital tool that allows it to be “at the forefront of the use of technology at the service of citizens.”
The contract will have a duration of three years. The call is signed by the Councilor-Delegate of Human Resources, Lorena Fernández Martínez, dated September 30, 2026, under file (03/15.867/26).
Requirements and submission of applications
Those who hold a university degree as a Graduate, Engineer, Architect, University Diploma, Technical Engineer, Technical Architect, or Bachelor’s Degree, and meet the other requirements of current legislation, may apply. Applications shall be submitted at the Entry Registry of the Torrelodones City Council or through the channels established by Law 39/2015, accompanied by:
- Photocopy of the ID (DNI).
- Photocopy of the university degree.
- AI Technology training project.
- Documentation accrediting merits: employment contracts, work history certificate, company certificate, training courses, and Final Degree Project.
- Curriculum vitae.
The application period is twenty calendar days from the day following the publication of the call in the B.O.C.M. Subsequently, the competent body will approve the provisional list of admitted and excluded candidates, which will be published on the electronic office, the notice board, and the municipal website; excluded candidates will have ten business days to rectify the defect.
Project, merits, and scale
The selection process consists of the defense of a training project in AI technology and a merit-based competition. The defense has two parts: a written document, original and adapted to the current characteristics of the municipality, and an oral presentation before the tribunal of a maximum of 30 minutes. The test is eliminatory, is scored from 0 to 10 points, and requires a minimum of 5 to pass.
The merit scale is distributed as follows:
- Academic training: maximum 5 points (doctorate in data architecture, AI, process automation, or digital transformation, 3 points; postgraduate degree, 2; STEM degree with accredited specialization in AI or Data Science, 2; Final Degree Project (TFG), up to 1; certified complementary training, 1).
- Language knowledge: maximum 1 point (English C2, 1 point; C1, 0.75; B2, 0.50; B1, 0.25; French B2 or higher, 0.25; other official languages of the European Union, 0.10).
- Projects and technical experience: maximum 2 points (0.5 per year worked in the last four years; own projects deployed in production, 1 point; experience with language models, 0.5).
- Infrastructure and systems architecture: 0.25 points.
- Contributions to open source projects: 0.10 points.
Resolution and award
The Selection Tribunal will submit to the Local Government Board the proposed resolution with the candidate who obtained the highest score. A list of the remaining applicants will be formed in order of score as a complementary proposal, in case the selected candidate does not formalize the award. The chosen candidate must provide the original documentation accrediting requirements and merits within five days from the publication of the proposal. The call and its derived acts may be challenged in accordance with Law 39/2015.
The call places Torrelodones among the first Madrid city councils to incorporate a specific artificial intelligence profile into its staff, a precedent for public AI hiring in local administration. If the project yields results, residents will notice shorter wait times for licenses, authorizations, and grants, and the model may be replicated in other municipalities.
