Torrelavit nomena Paula Bardají secretària-interventora en comissió de serveis

The City Council of Torrelavit has appointed Paula Bardají Pérez as the holder of the position of Secretary-Intervention of the council, under a service commission regime and effective from September 30, 2026. The decision was adopted by Mayoral decree on October 2, 2026, signed by Mayor Manuel Raventós i Cuyàs, and published in the Official Gazette of the Province of Barcelona on October 8, 2026, with the official reference CVE 202610148979.

The appointment comes after the General Directorate of Local Administration (DGAL), of the Department of the Presidency of the Generalitat de Catalunya, authorized a service commission on October 1, 2026, in favor of the designated person to fill the third-class secretary position of the municipality. The resolution is contained in file 975/2026, internally identified as 2026_975_NOMENAMENT SECRETARIA INTERVENTORIA COMISSIO DE SERVEIS 30.09.2026.

The legal basis for the decision is article 21.1h) of Law 7/1985, of April 2, Regulating the Bases of Local Regime (LRBRL), which recognizes the Mayor as the head of the City Council personnel. The publication of the edict in the provincial gazette and on the municipal notice board completes the processing of the file.

A service commission effective from September 30

The decree resolves to appoint Paula Bardají Pérez as the holder of the position of Secretary-Intervention of the City Council of Torrelavit on service commission, a formula that allows for the provisional filling of a reserved position until it is definitively provided. The effects of the appointment are retroactive to September 30, 2026, two days before the signing of the decree.

The resolution orders its publication in the Official Gazette of the Province and on the City Council’s notice board, and is signed by the mayor, Manuel Raventós i Cuyàs, with the public faith of the appointed secretary-intervenor, in accordance with article 3.2 of Royal Decree 128/2018.

A position reserved for officials with national qualification

The filled position has the following characteristics:

  • Sub-scale: secretary-intervention.
  • Class: third.
  • Reservation: local Administration civil servant personnel with national qualification.
  • Prior authorization: General Directorate of Local Administration, October 1, 2026.
  • Effects of the appointment: September 30, 2026.
  • Municipal file: 975/2026.

This is, therefore, an internal control position reserved for qualified officials, not a freely appointed position, which limits candidates to those who prove the qualification and authorization required by the local regime regulations.

Official publication and scope of the decision

The edict is published in the Official Gazette of the Province of Barcelona on October 8, 2026, in the local administration section, with the full text of the decree transcribed and the reference CVE 202610148979. The document occupies pages 1 and 2 of the announcement and includes the electronic signature date in Torrelavit, October 2, 2026.

The appointment affects one of the essential positions of the municipal administrative structure: the secretary-intervention assumes the functions of secretary of the plenary and the governing board, the administrative public faith, and the financial and accounting control of the entity. Coverage via service commission ensures the continuity of these functions until the position is filled on a permanent basis.

For the residents of Torrelavit, the news translates into the normalization of an internal control body essential for the approval of accounts, the auditing of expenditure, and the legality of municipal agreements. The publication in the official gazette provides validity and publicity to the appointment and sets the date from which the new holder exercises her functions.
