Torrejón del Rey subsidizes 18 nursery places with income limits

The Torrejón del Rey City Council will subsidize eighteen places at the El Cole de los Pekes Early Childhood Education Center during the 2026-2027 academic year. The regulatory bases for these nursery grants were approved by agreement of the Governing Board in an extraordinary session held on September 18, 2026, and are published in the Official Gazette of the Province of Guadalajara, number 182, dated September 24, 2026 (official reference 2026_2481).

The call for applications is supported by the General Subsidies Law and responds to the absence of a public municipal center in the town, as stated in the first base of the text. The declared objective is to “promote equal opportunities for citizens,” awarding places according to social, economic, and family circumstances. The announcement bears the signature of the mayor, Mª Belén Manzano Saguar, and is dated in Torrejón del Rey on September 22, 2026.

Eighteen places and an income limit of 1.75 IPREM

Parents, guardians, keepers, or foster parents of children whose age does not exceed three years as of December 31, 2026, may apply for the subsidy. Applications in which the annual income divided by the number of members of the family unit exceeds 1.75 times the IPREM are excluded from the process.

The Public Multiple Effects Income Indicator (IPREM) taken as a reference for 2026 is 7,200 euros per year without extraordinary payments and 8,400 euros per year with extraordinary payments. The regulation further details what is understood as a family unit, including persons with family burdens incorporated into the original unit due to a situation of need, and expressly excludes cohabitation derived from educational or training processes.

Amount, duration, and financing

The aid consists of 10 euros per month for each hour of daily attendance, according to the monthly schedule, with a maximum of 80 euros per month and a cap of eleven monthly payments. Only full months will be subsidized.

• Duration of the subsidy: from September 1, 2026, to July 31, 2027.
• Financing: budget item 320/480, with a maximum credit of 11,000 euros for the 2026 fiscal year.
• Subsidizable schedule: that requested in Annex II, unless expressly communicated in writing, which will take effect the following month.

Scale, commission, and application deadlines

Selection will be carried out using the scale in Annex I, which scores the socio-family and economic situation. Among the criteria, the following stand out:

• Risk situation or abandonment of the minor: 10 points.
• Child disability equal to or greater than 33%: 10 points.
• Large family with a valid certificate: 3 points, plus 3 for each child from the third onwards.
• Single-parent family: 3 points.
• Victims of gender-based violence: 1 point.
• Per capita income lower than 0.4 of the IPREM: 10 points, on a descending scale down to 1 point for incomes between 1.50 and 1.75 IPREM.

The assessment is carried out by a Scoring Commission chaired by a career official of the City Council, with the Municipal Secretary serving as secretary and two members appointed by the Mayor’s Office. The deadline for submitting applications is ten business days from the day following the publication of the call in the Official Provincial Gazette, and the resolution is the responsibility of the Governing Board within fifteen days from the submission of the proposal.

Applications must be submitted using the official form (Annex II), available at the City Council and on the municipal website, accompanied by the family book, the DNI or NIE of parents or guardians, the 2025 income tax return for all adults, and the collective census certificate. Submission can be made in person at the General Registry of the City Hall (Plaza Mayor, 1), at the Las Castillas Registry (Arroyo de Valdemora), or electronically through the municipal electronic office.

Program open throughout the course

The program remains open throughout the school year for cases of birth, parents starting a new job, or change of address, always subject to budget availability. These applications submitted after the deadline are resolved by the Mayor’s Office, following a proposal from the instructor.

Against the approval agreement, which ends the administrative process, an optional appeal for reversal may be filed within one month before the Governing Board, or a contentious-administrative appeal may be filed within two months before the Court of First Instance of Guadalajara.

The call offers families in Torrejón del Rey with children under three years old a means of financial support for early schooling in a municipality without a public nursery school, with family income as the primary access filter and the scoring order of the scale as the distribution criterion for the eighteen available places.
