Torrejón del Rey nombra funcionario de carrera a un nuevo policía local

The City Council of Torrejón del Rey has appointed José Manuel Duque Moreno as a career civil servant to the vacant Local Police position within the municipal staff. The decision was adopted via Mayoral Resolution no. 2026-0564, dated October 6, 2026, and published in the Official Gazette of the Province of Guadalajara (BOP) no. 192, corresponding to Thursday, October 8, 2026.

A selection process initiated in 2024

The appointment culminates a procedure opened more than two years ago. On March 14, 2024, through Mayoral Decree no. 2024-0281, the call and the rules for the permanent provision, via an open competitive examination system, of one Local Police position were approved and published in BOP no. 56 on March 19, 2024.

Upon completion of the selection process and in view of the final list of successful candidates, the Mayor’s Office appointed José Manuel Duque Moreno as a trainee civil servant via Decree no. 2026-0012, dated January 9, 2026.

Selection course completed at the School of Citizen Protection

Regional regulations require the completion of a selection course to acquire the status of career civil servant in Local Police Forces. This is established by Article 70 of Decree 110/2006, of October 17, which approves the Regulation of the Law on the Coordination of Local Police of Castilla-La Mancha, unless the applicant had already passed the category course and obtained validation.

On September 30, 2026, the School of Citizen Protection of Castilla-La Mancha notified the City Council that the trainee civil servant had successfully completed the XXXVIII Selection Course of initial training for the category of Local Police.

Assumption of office and notifications

The resolution, issued under the powers that Article 21.1 g) of Law 7/1985, of April 2, regulating the Bases of the Local Regime, confers upon the Mayor’s Office, establishes the following actions:

  • To appoint José Manuel Duque Moreno, holder of DNI no. *2854, as a career civil servant in the vacant Local Police position of the personnel staff of the City Council of Torrejón del Rey.
  • To summon the appointed official to take possession of the post, which must be made effective within a period not exceeding ten days following the receipt of the resolution by the interested party.
  • To notify the resolution to the interested party and the School of Citizen Protection of Castilla-La Mancha.
  • To publish the agreement in the Official Gazette of the Province and on the notice board of the municipal electronic headquarters.

The text further invokes Article 25.2 of Royal Decree 364/1995, of March 10, Article 20 of Law 8/2002, of May 23, on the Coordination of Local Police of Castilla-La Mancha, and Rule 10 of the regulatory bases of the selection process.

Appeals and signature

Against this resolution, which exhausts administrative remedies, an optional appeal for reversal (recurso de reposición) may be filed before the Mayor’s Office within one month, in accordance with Articles 123 and 124 of Law 39/2015, or alternatively, a contentious-administrative appeal may be filed before the Contentious-Administrative Section of the Court of First Instance of Guadalajara within two months, pursuant to Articles 8 and 46 of Law 29/1998. The resolution was signed in Torrejón del Rey on October 6, 2026, by the Mayor, María Belén Manzano Saguar.

The appointment consolidates the municipal Local Police force with personnel who are already trained and hold permanent positions, which reinforces the stability of the public security service and closes a selection process that lasted for more than two and a half years.
