Torrejón del Rey appoints Javier López Caballero as municipal architect

The City Council of Torrejón del Rey has appointed Javier López Caballero as a career civil servant to the position of Municipal Architect, after passing the selection process convened via open competitive examination. The decision is formalized through Mayoral Decree no. 2026-0493, dated September 15, 2026, published in the Official Gazette of the Province of Guadalajara (BOP) no. 179, on Monday, September 21, 2026, within the CITY COUNCILS section. With this decree, the selection procedure opened to fill the only existing vacancy in the municipal staff is closed.

The appointment is agreed upon after reviewing the supporting documentation of the capacity conditions and requirements demanded in the call, provided by the candidate who passed the selection process through the competitive examination system.

Legal basis and agreed procedures

The decree is based on article 21.1.h) of Law 7/1985, of April 2, on the Bases of the Local Regime; on article 136 of the revised text of the legal provisions in force regarding the Local Regime, approved by Royal Legislative Decree 781/1986, of April 18; and on article 7 of Royal Decree 896/1991, of June 7, which establishes the basic rules and minimum programs for the selection procedure of civil servants of the Local Administration.

The resolution is structured into four resolutive sections:

• First: to make the appointment of Municipal Architect in favor of Javier López Caballero (ID *1771).
• Second: to notify the resolution to the appointed candidate, who must take office within two months starting from the day following the notification of the appointment.
• Third: to publish the appointment in the Official Gazette of the Province of Guadalajara and on the City Council’s electronic office.
• Fourth: to communicate the appointment to the Personnel Registry for the appropriate purposes.

The decree was signed in Torrejón del Rey on September 15, 2026, by the mayor, María Belén Manzano Saguar. The announcement includes the verification code 231f6591774efc0251b17e223e4ba1d18a4a87d1, available through the electronic office of the provincial gazette.

Publication and effects

Publication in the BOP constitutes the official publicity procedure for the appointment and activates the calculation of the possession period for the designated candidate. The position is thus filled with career civil service personnel, providing stability to the municipal technical service regarding urban planning and licenses, an area of continuous activity in the municipalities of the Corredor del Henares.

The closing of the selection process also represents the culmination of the municipal call and the effective incorporation of the new architect into the personnel structure of the City Council of Torrejón del Rey, which until now had that vacancy pending coverage in its staff.
