Torrejón del Rey modifies its 2026 municipal budget

The Torrejón del Rey City Council has initiated the legal procedure to adjust its municipal budget for the 2026 fiscal year. The municipal Plenary, at its session held on August 12, initially approved three credit modification files that have been published in Official Bulletin of the Province of Guadalajara (BOP) number 156, corresponding to Monday, August 17, 2026, with the official identifier BOP-GU-2026-2191.
The Local Corporation has decided to resort to internal financing sources to cover needs that were not initially planned in the budgets. This operation falls within the powers that current legislation grants to municipalities to adapt their economic-financial plan to changing circumstances, always guaranteeing the liquidity and stability of the local treasury.
Details of the files
The modification is structured into three distinct points, each with its own identification and source of funds:
- Extraordinary credit (CEX 05/2026): Financed by canceling or reducing other investments or expenses already budgeted, allowing resources to be reallocated to priority items.
- Credit supplement (SPC 03/2026): Funded by the treasury surplus for general expenses, which represents the accumulated surplus from the close of the previous fiscal year.
- Credit supplement (SPC 04/2026): Likewise covered by cancellations of other items in the council’s own expenditure budget.
Public information and transparency
To comply with article 169.1 of Royal Legislative Decree 2/2004, of March 5 (Consolidated Text of the Local Government Finance Regulatory Law), the city council has opened a public information period of fifteen calendar days. This period began to be counted from the day following the publication of the notice in the BOP of Guadalajara.
During this time, any interested resident or entity may request examination of the complete file at the municipal offices. If no objections are raised by citizens within the established period, the plenary agreements will be elevated to the category of final without the need to hold a new session of the Plenary.

The document has been certified and signed by the mayoress, Ms. María Belén Manzano Saguar, in Torrejón del Rey on August 13, 2026. Publication in the official bulletin is the act that confers legal effectiveness on the agreement, ensuring that the community is aware of changes in the management of public resources. This procedure reinforces the requirement for control and transparency that citizens demand in contemporary local administration.
