Coffee roaster announces 30,000 euros in anti-flood grants for homes

The Torrefarrera City Council has opened the call for grants for the adoption of corrective anti-flood measures in homes in the lower part of the urban center, with an allocation of 30,000 euros. The call, approved by Mayoral decree 407/2026 of August 20, 2026, is published in the Official Gazette of the Province of Lleida number 163, of August 26, 2026.

The regulatory bases were initially approved by the City Council Plenary on December 11, 2025, and definitively on March 19, 2026, and were published in the BOP of Lleida number 56, of March 23, 2026. The call is processed under a non-competitive concurrence regime, meaning that applications will be handled in order of submission until the planned credit is exhausted.

Object and amount

The object of the call is to finance works and installations that reduce or minimize flooding in homes during heavy rains. The economic allocation is 30,000.00 €, charged to budget application 160/48000 of the 2026 municipal budget, fully financed with own resources.

The maximum amount to be received will be 100% of the eligible expenses, up to a maximum amount of 2,000.00 € per beneficiary and until the call’s credit is exhausted.

Beneficiaries and affected streets

Beneficiaries may be owners of a home located in any of the ten streets in the lower part of the urban center of Torrefarrera who wish to carry out works to install or improve individual sanitation drains or install barrier elements. The affected streets are:

  • Corts Catalanes
  • Pere el Gran
  • Avinguda del Convent
  • Jaume I
  • Rambla Sant Jordi
  • Passatge del Parc
  • Ramon Berenguer IV
  • Rafael Casanova
  • Avinguda Europa
  • Mossèn Cinto Verdaguer

Any person affected by any of the prohibitions of article 13 of Law 38/2003, of November 17, general on subsidies, may not obtain the status of beneficiary.

Eligible expenses and payment

Eligible expenses are considered to be works for the individualization of shared sanitation drains, the installation of non-return systems, the acquisition of flood barriers for entrance doors, and the installation of automatic pumping systems. The municipal technical services will determine in each case whether the actions align with the object of the bases.

Payment will be made in two installments: a first payment as an advance of 80% of the granted amount, conditional on obtaining the building permit or the presentation of an accepted budget, and a second payment of the remaining 20% once the execution of the works has been accredited.

Deadlines and submission

The application period begins the day after the publication of the call in the BOP of Lleida and ends on October 15, 2026. Applications shall be addressed to the mayor’s office using the standardized form and must be accompanied by the required documentation, such as the NIF/NIE, the responsible declaration, the detailed budget, and the bank account ownership certificate.

The maximum period for resolution and notification will be one month from the end of the application period, and the justification of the subsidy must be completed within a maximum period of six months from the granting agreement.

This call allows owners in the lower part of Torrefarrera, one of the areas most exposed to flooding due to heavy rains, to protect their homes with the financial support of the city council. Processing is based on the order of submission, so it is advised to submit applications as soon as possible to guarantee access to the available credit.
