Torrecom is authorized to install a monopole tower in El Tabo

The Ministry of Transport and Telecommunications authorized Torrecom Chile Limitada to install, operate, and exploit a monopole telecommunications tower in the commune of El Tabo, Valparaíso Region. The decision is contained in exempt decree No. 686, dated July 7, 2026, published in the Official Gazette No. 44,559 on Saturday, September 26, 2026, Section II, pages 1 and 2 (CVE 2876802).

The regulatory framework of the authorization

The administrative act modifies the Intermediate Telecommunications Service concession, which solely provides physical infrastructure for telecommunications, originally granted to the company by supreme decree No. 10 of 2021, from the same ministry. The resolution is issued under Law No. 18,168, General Telecommunications Law, and supreme decree No. 99 of 2012, which establishes the regulation of requirements to obtain, install, operate, and exploit this type of concession.

The modification request was submitted by the concessionaire via entry Subtel No. 145,599, dated November 14, 2024. In the recitals, the Undersecretariat of Telecommunications states that no objections were presented to the publication of the summary of the request.

The company is listed with RUT 77.009.569-7 and address at Av. Presidente Riesco No. 5335, office 404, commune of Las Condes, Metropolitan Region of Santiago.

Infrastructure characteristics

The decree authorizes a tower intended to support radiating systems, with the following data from the official table:

• Tower name: El Tabo.
• Structure: monopole (radome).
• Address: Las Lianas 1278, El Tabo, Valparaíso Region.
• Purpose: to support telecommunications radiating systems.

Additionally, the basic technical project presented by the concessionaire is approved, in accordance with the technical-legal provisions governing the granted service. The respective documentation remains archived at the Undersecretariat of Telecommunications.

Construction deadlines and entry into service

The maximum deadlines set in the decree are as follows, all referring to the date of publication of the act in the Official Gazette:

• Start of works: 2 months.
• Completion of works: 23 months.
• Start of service: 24 months.

The text specifies that the modification must be understood without prejudice to the Housing and Urbanism regulations in force at the time of the administrative act, and reminds that it is the obligation of the concessionaire to know and comply with the applicable legal, regulatory, and technical provisions. Notification of the authorizing act will be sent from the email address partes@subtel.gob.cl.

The decree bears the signature of the Minister of Transport and Telecommunications, Louis de Grange Concha, by order of the President of the Republic, and is transcribed by the Undersecretary of Telecommunications, Romina Garrido Iglesias.

Impact on the coastal zone

The authorization expands the mobile infrastructure available on the coast of the Valparaíso Region by enabling a monopole structure in the commune of El Tabo, which will be able to support radiating systems from different operators. With deadlines of up to 24 months for entry into service, the work is subject to the technical controls of the Undersecretariat of Telecommunications and current urban planning regulations, in an act that also confirms that the request faced no opposition during its processing.
