Torrecera initially approves its budget and staffing for 2026

The Autonomous Local Entity (ELA) of Torrecera has initially approved its General Budget, the Execution Bases, and the staffing table for civil service, contractual, and temporary personnel for the 2026 financial year. The agreement was adopted by the Neighborhood Board in an extraordinary session held on August 31, 2026, and its announcement is published in the Official Gazette of the Province of Cádiz number 170, dated September 3, 2026.

The file is subject to public exhibition for fifteen days starting from the day following its publication in the gazette, so that interested parties may submit claims and allegations. The agreement, which exhausts administrative remedies, is signed by the president of the ELA, Francisco Javier Arcila Fajardo.

The approval is processed in accordance with Article 169 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, and Article 20 of Royal Decree 500/1990, of April 20. Pursuant to the adopted agreement, the budget will be considered definitively approved automatically if no claims are submitted during the aforementioned period.

Content of the File

The approved document integrates the three instruments that organize the economic and personnel management of the local entity for the next financial year:

  • The General Budget of the ELA for 2026.
  • The Execution Bases of the budget.
  • The staffing table for civil service, contractual, and temporary personnel.

The initial approval is published via initial approval announcement number 277.150, which publicizes the agreement of the Neighborhood Board and opens the process for allegations.

Appeals and Deadlines

Against the agreement, which exhausts administrative remedies, interested parties may file a contentious-administrative appeal before the Contentious-Administrative Court of Cádiz within two months starting from the day following the publication of the announcement in the Official Gazette of the Province of Cádiz, without prejudice to any applicable administrative appeals.

The approval of the budget and the staffing table for 2026 is key to the ordinary management of the ELA of Torrecera, as it sets the available resources and the personnel structure of the entity for the financial year. Citizen participation during the public exhibition period allows residents and affected entities to review the accounts and employment allocation before the document becomes final.
