Toro tenders the recharging of electric vehicles in four lots

The Toro City Council has opened a tender for the installation, maintenance, and operation of public electric vehicle charging infrastructures, through a public domain concession over municipal public domain assets. The call is formalized by Mayoral Resolution No. 2026-1173, dated July 24, 2026, and published in the Official Gazette of the Province of Zamora number 102, dated September 2, 2026.
The tender is processed via an open procedure and ordinary processing, with the award going to the most economically advantageous offer through an upward-improvable auction. The file, number 1118/2026, is managed by the council’s General Secretariat, and offers may be submitted to the General Registry of the City Council or through the channels provided in the specifications.
Four lots at different points in the city
The tender is structured into four independent lots, meaning bidders may submit offers for one, several, or all of them. Each location has an area of 24 square meters, an urban land classification, and a public use designation:
- Lot 1: Plaza Delhy Tejero, 1, Toro (coordinates 41.521098, -5.390948).
- Lot 2: Avenida Carlos Latorre, 16 (41.525052, -5.390615).
- Lot 3: Avenida Ronda de Corredera, 28-36 (41.526297, -5.394394).
- Lot 4: Calle Punto de Mira (41.521295, -5.404162).
The concession includes the execution of the actions necessary to put the facilities into operation, their exploitation during the concession period, and the reversion of the assets under the conditions provided in the Specifications and the Technical Specifications.
Minimum fee and guarantees
The economic regime differs between the four lots. For lots 1 and 2, a minimum annual fee of 500 euros per lot is set, improvable upwards, plus VAT. For lots 3 and 4, a variable fee is established consisting of a percentage of the annual turnover obtained through the operation of the infrastructure, with a minimum of 5%, excluding VAT, also improvable upwards.
Regarding guarantees, no complementary guarantee is required, but the successful bidder for each lot must provide a definitive guarantee in the amount of three thousand euros per awarded lot. The specific requirements for the bidder and the evaluation criteria for the offers are those determined in the Particular Conditions Specifications and the Technical Specifications governing the procedure.
Submission deadline
Offers may be submitted until 2:00 PM on the day the fifteen (15) business days conclude, counted from the day following the publication of the announcement in the Official Gazette of the Province. The opening of offers will be held at the General Secretariat of the Toro City Council, on the date established in the specifications.

The announcement appears signed in Toro on August 28, 2026, by the mayor.
The initiative represents a significant step for electric mobility in Toro, by providing the municipality with a public charging network managed by private operators through a concession. With four sites distributed across the city, the tender seeks to expand the charging infrastructure and facilitate the use of electric vehicles for both residents and visitors.
