Tornavacas definitively approves its municipal forest fire plan
Por FactBox Admin

The Tornavacas City Council has definitively approved the Municipal Action Plan for Forest Fires (PAMIF) for its municipal district. The agreement was adopted by the Plenary in an ordinary session on September 25, 2026, by the unanimity of the eight councilors present out of the nine that make up the Corporation. The official announcement is published in the Official Gazette of the Province of Cáceres number 0188, dated October 1, 2026, with reference CVE BOP-2026-4561.
A plan favorably reported by the Junta
The document was drafted by Ingnova Proyectos and passed the mandatory regional procedures before reaching the Plenary. The Permanent Civil Protection Commission of the Autonomous Community of Extremadura issued a favorable report in its session on August 5, 2026, according to the certificate from its Secretariat. This pronouncement occurred following a report from the General Directorate of Civil Protection and Emergency Response, issued on July 31, 2026.
The publication of the agreement responds to the provisions of Article 11 of Decree 32/2023, of April 5, which regulates the Registry of Civil Protection Plans of Extremadura and establishes its structure, minimum content, approval regime, maintenance, and implementation. Article 54 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations is also applied.
Integration into regional plans
With the definitive approval, the municipal plan is framed within the Extremaduran civil protection system:
- It will be registered in the Registry of Civil Protection Plans of the Autonomous Community of Extremadura.
- It will be integrated into the Special Civil Protection Plan for Forest Fires of Extremadura (INFOCAEX).
- It will be coordinated with the Territorial Civil Protection Plan of Extremadura (PLATERCAEX).
The full text of the PAMIF is available to interested parties at the offices of the Tornavacas City Council and on the municipal electronic headquarters, accessible at https://tornavacas.sedelectronica.es/.
Deadlines and appeal process
The agreement ends the administrative route, therefore a contentious-administrative appeal may be filed against it before the Contentious-Administrative Chamber of the High Court of Justice of Extremadura, based in Cáceres. The deadline is two months starting from the day following the publication of the announcement in the provincial gazette, in accordance with Articles 10 and 46 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction, without prejudice to any other appeal deemed appropriate.
The announcement appears signed in Tornavacas on September 28, 2026, by the mayor-president, María Josefa Marcos Muñoz.
The approval of the PAMIF provides the municipality with its own response instrument for forest fire emergencies and connects it with regional extinction and coordination mechanisms. For residents and owners of forest land within the district, the plan establishes the municipal framework for action and the applicable prevention and self-protection measures, in addition to guaranteeing public access to the full document.
