Torija opens the feline colony management ordinance for public consultation

The Torija City Council has initially approved the Municipal Ordinance regulating the management of feline colonies and is submitting it for public consultation for thirty days. The agreement corresponds to the Plenary of the corporation, in the session of September 16, 2026, and the announcement is published in the Official Gazette of the Province of Guadalajara (BOP) No. 180, dated September 22, 2026.

Initial approval and legal coverage

The initial approval is adopted in accordance with articles 49 and 70.2 of Law 7/1985, of April 2, Regulating the Bases of Local Regime, and article 56 of the Revised Text of the Local Regime. The file is processed by the Torija City Council itself, which acts as the promoting body of the regulation and is responsible for its public exhibition.

The announcement appears signed in Torija on September 17, 2026, by the mayor, Álvaro Murillo Bonacho, and is addressed to anyone who may be interested in the text, with express mention of animal rights associations and those responsible for the feline colonies in the municipality.

Deadline, consultation, and submission of allegations

• Public information period: thirty days, counted from the day following the insertion of the announcement in the BOP.
• In-person consultation: municipal offices of the Torija City Council.
• Electronic consultation: municipal electronic office, http://torija.sedelectronica.es.
• Allegations: any interested party may examine the text and formulate the claims they deem appropriate.

Effects if no claims are submitted

If no claim is submitted within the indicated period, the agreement for the approval of the ordinance will be understood as definitively approved, without the need for a subsequent express pronouncement. The regulation thus establishes the municipal framework for the management of feline colonies and determines the parties called to intervene in it.

In the same issue of the BOP, the Torija City Council publishes another announcement from the Plenary regarding an investigation file on the ownership of assets, referring to a property at calle Subida la Iglesia No. 2 (8 according to the cadastre), in Rebollosa de Hita, with cadastral reference 7033004VL9173S0001KQ, likewise submitted to a hearing and public information process for thirty days.

Relevance for the municipality

The ordinance provides Torija with its own regulatory instrument to organize the presence and care of feline colonies, a matter that until now had no specific local regulation published in the provincial gazette. The text is now in the hands of the interested parties: animal rights associations and those responsible for the colonies have thirty days to review it and influence its final wording before it is definitively approved.
