Toreno opens the application period to choose its next substitute justice of the peace
Por FactBox Admin

The Toreno City Council has opened the application period for residents of the municipality to apply for the position of Substitute Justice of the Peace. The announcement is published in the Official Gazette of the Province of León, number 190, corresponding to Tuesday, October 6, 2026, with the official reference BOP-LE-2026-190010, and establishes that the Plenary of the Corporation will propose the appointment to the Governing Chamber of the High Court of Justice of Castilla y León.
The procedure is processed under articles 101 and 102 of the Organic Law of the Judiciary and the provisions of the Regulation of Justices of the Peace number 3/1995, of June 7. The announcement was signed in Toreno on September 30, 2026, by the mayor-president, Vicente Mirón Vázquez, and occupies page 15 of the provincial gazette.
Thirty calendar days to submit the application
Interested parties must submit their written application to the Secretariat of the Toreno City Council within a period of thirty calendar days starting from the day following the publication of the announcement in the provincial gazette. Based on this calculation, the deadline extends until November 5, 2026.
The application must be accompanied by the following documentation:
- Photocopy of the National Identity Document.
- Birth certificate.
- Sworn statement declaring that the applicant is not subject to any cause of incapacity or incompatibility for the exercise of the position of substitute justice of the peace.
- Criminal record certificate.
- Certificate of census registration (empadronamiento).
The City Council will inform those applying for the position of the precise conditions required to hold it and the causes of incapacity and incompatibility that prevent its performance.
The Plenary proposes and the High Court of Justice appoints
The announcement specifies that, within the established legal period, the Plenary of the Toreno City Council will propose to the Governing Chamber of the High Court of Justice of Castilla y León the appointment of residents of the municipality to occupy the position of substitute justice of the peace. The municipal proposal is thus submitted to the judicial body, which is responsible for formalizing the designation according to the distribution of competencies set by the regulations.
The call is expressly addressed to residents registered in the municipal district, who are the only ones eligible for the position in this process.
Other Leonese municipalities with open processes
The Toreno call is not an isolated case in the province. In the same weeks, the Gordaliza del Pino City Council published its call for a substitute justice of the peace, with reference BOP-LE-2026-177002 in gazette number 177, of September 16, 2026, and the Santa Colomba de Curueño City Council opened an equivalent process in gazette number 178, of September 17, 2026.
Added to this is the edict from the Government Secretariat of the High Court of Justice of Castilla y León, based in Burgos, which on September 28, 2026, announced the vacancies for titular and substitute justice of the peace through the direct appointment process in Valdefresno (substitute) and Villafranca del Bierzo (titular), published in bulletin number 189, dated October 2, 2026.
A local position within the municipality
The substitute justice of the peace covers the absences of the titular holder in the exercise of the functions that the law attributes to the justice of the peace at the local level. The position is filled by residents of the municipality itself, without the need to belong to the judicial career, making the call for applications a matter of direct interest for the residents of Toreno.
For interested neighbors, the thirty-calendar-day period opens a limited window: the application must be submitted in writing to the municipal Secretariat with the complete documentation, and the City Council will resolve the proposal that will then be submitted to the High Court of Justice of Castilla y León.
