Tordesillas opens its photovoltaic plant with batteries for public consultation

The Regional Ministry of Environment and Energy of the Junta de Castilla y León, through the Territorial Service of Industry, Commerce, and Economy of Valladolid, has opened for public consultation the request for prior administrative and construction authorization for the hybridization of the photovoltaic installation «PFV Tordesillas 2022» with a battery storage system called «BESS PFV Tordesillas 2022», in the municipality of Tordesillas (Valladolid). The announcement is published in the Official Gazette of Castilla y León, number 166, dated August 27, 2026, pages 77 and 78, with reference BOCYL-D-27082026-166-15. The processed file is FV-2580-ALM ATCE-100.
A hybridized storage project
The petitioner is Kinestalia, S.L., with registered offices at calle José Abascal 44, 1.º, Madrid (postal code 28010) and NIF B42721506. The purpose of the project is to implement an electrical energy storage installation in batteries, hybridized with a photovoltaic generation installation currently under processing (file FV-2580), connected to the distribution network.
The processing is based on article 53.1.a) of Law 24/2013, of December 26, on the Electricity Sector, and article 9 of Decree 46/2022, of November 24, which regulates the administrative authorization procedures for electrical installations in Castilla y León. The competent substantive body to resolve the matter is the Territorial Service of Valladolid itself, by delegation of the Territorial Delegation of Valladolid.
Technical characteristics of the installation
The storage system is based on lithium-ion batteries and presents the following main data:
- Installed capacity: 2,556 kW, according to article 3 of Royal Decree 413/2014, of June 6, and article 5 of Royal Decree 997/2025, of November 5.
- Nominal power and storage capacity: 2,500 kW / 10,030 kWh.
- Affected municipalities: Tordesillas (batteries and evacuation infrastructure).
- Voltage at the connection point: 20 kV.
- A transformation center of 3,400 kVA (0.80/20 kV).
The evacuation infrastructure includes a 20 kV underground line that will connect the transformation center with the access and connection point, processed in file FV-2580, and a transformer substation with a 3,400 kVA transformer and a ratio of 0.8/20 kV, which will collect the energy generated by both the photovoltaic plant and the battery system. The energy delivery point to the distribution company is the Line 26 – Ríos 45 kV of the 20 kV STR Logística.
Deadlines and consultation of the file
The file is exempt from environmental impact assessment in accordance with Annex II, Group 4.n) of Law 21/2013, of December 9, on environmental assessment. The resolution period is six months, with a negative administrative silence.
Any interested party may examine the documentation and submit written allegations within a period of twenty business days starting from the day following the publication of the announcement. The file will be accessible at the Territorial Service of Industry, Trade and Economy of Valladolid, at Plaza del Milenio, no. 1, 6th floor, Monday to Friday from 9 a.m. to 2 p.m., and also via the public energy information link for Valladolid. The announcement was signed in Valladolid on August 5, 2026, by the technical secretary, Isabel del Blanco Álvarez.
Relevance for the renewable sector
The hybridization of the Tordesillas photovoltaic plant with battery storage reinforces the capacity of the province of Valladolid to manage renewable generation, allowing the storage of solar surplus and its discharge into the grid when necessary. This is a relevant step in the energy transition of Castilla y León, combining photovoltaic generation and storage at a single connection point, and is now open to public participation during the allegations period.
