Tordera approves works to remove PFAS from drinking water
Por FactBox Admin

The Plenary of the Tordera City Council has initially approved the Valued Reports to eliminate the presence of PFAS in the water of the municipality’s supply network, with a joint budget of 1,547,023.96 euros (VAT included). The agreement, adopted in the plenary session of September 24, 2026, is published in the Official Gazette of the Province of Barcelona on October 6, 2026, with the official reference CVE 202610146002 and file number 2026/12088. The reports are now subject to public consultation for thirty business days.
The decision comes after the Public Health Agency of Catalonia (ASPCAT) detected a concentration of the sum of the 20 PFAS exceeding 0.1 µg/L in the municipality’s supply water, the maximum parametric value set by Royal Decree 3/2023 and by Directive (EU) 2020/2184. PFAS are synthetic chemicals used as surfactants, lubricants, and repellents, and prolonged exposure can produce harmful health effects. The approval was made by virtue of the specific avocation of the competence delegated by the Plenary in favor of the Local Governing Board, agreed upon in the same session.
Three valued actions
The approved reports include the following actions, within the scope of the network managed by the service provider companies:
- New treatment line for the Tordera WTP, drafted in March 2026 by the technical staff of FCC AQUÀLIA, S.A., with a budget of 1,008,969.60 euros (VAT included).
- Improvement of hydraulic control, functional sectorization, and supply guarantee of the network in the Àgora Park, Roca Rossa, Can Camps, and les Ferreres sectors, drafted in March 2026 by FCC AQUÀLIA, S.A., with a budget of 293,487.01 euros (VAT included).
- Report on the actions to resolve the PFAS problem in the urban area of Mas Mora and Sant Daniel, drafted in July 2026 by the technical staff of ABASTAMENT D’AIGUA DEL TORDERA, S.L., with a budget of 244,567.35 euros (VAT included).
Public information and allegations
The Valued Reports are subject to public consultation for a period of thirty business days, with the announcement disseminated in the BOPB, the DOGC, the Corporation’s E-Notice Board, and the municipal radio. The documents can be consulted electronically through the E-Notice Board, accessible from the municipal website (www.tordera.cat) or the Electronic Office.
Allegations and claims must be submitted to the General Registry of the City Council within the public consultation period, through any of the means established by article 16.4 of Law 39/2015 and article 25 of Law 26/2010. The announcement is signed by the mayor-president, Elisabet Megias Pinós, and the secretary, Marta Portella Nogué, with an electronic signature date of September 28, 2026.
Timeline of the health alert
The background published in the provincial bulletin outlines the evolution of the case:
- July 7, 2026: ASPCAT classifies the water of the urban center of Tordera, the neighborhoods of Sant Pere, Sant Andreu and Fibracolor, and the urbanizations Mas Reixach, Niàgara Parc, Tordera Parc and Terra Brava as unfit for consumption.
- July 9, 2026, with definitive confirmation on July 15: classification as unfit for the Mas Mora Urbanization.
- July 24, 2026: Mayoral Decree 2026/2508, published in the BOPB on July 27, announcing the unfit classification.
- August 10, 2026: ASPCAT communicates that the self-control samples from the company Aqualia are below the maximum value, and the water is once again classified as fit.
- August 12, 2026: Mayoral Decree 2026/2752, disseminating the fit classification.
- September 3, 2026: ASPCAT declares the water of the Mas Mora Urbanization fit.
- September 18, 2026: Mayoral Decree 2026/3063, publishing the declaration of fitness.
The City Council maintains periodic analytical controls and was already working on the definitive solution, which involves installing carbon filters and a new pumping station between the Tordera WTP and the Àgora Parc reservoir.
The initial approval of these reports is the administrative step prior to the bidding and execution of the works that must permanently guarantee PFAS-free water for all residents of Tordera. Until the facilities are in service, water quality will continue to depend on periodic controls and declarations from ASPCAT, the competent body in the matter.
