Tomelloso approves the regulations for the municipal Business Center

The Tomelloso City Council has definitively approved the Business Center Regulations, which regulate the management, use, and operation of the municipal incubator intended for the temporary hosting of companies. The decision was adopted following the initial approval in the plenary session of May 20, 2026, and is published in the Official Gazette of the Province of Ciudad Real on August 28, 2026.

The initial agreement was published in BOP number 102, dated June 1, 2026, and remained open to the public for 30 business days, from June 2 to July 13, 2026, without any claims being filed. In accordance with Article 49 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, the agreement has been elevated to definitive status under the terms of its initial approval.

A public incubator for new businesses

The Business Center, which is publicly owned, is located in industrial estate 22, between Peñarroya, Valle de Alcudia, and Ruidera streets, and offers infrastructure, equipment, and common services for the exclusively temporary hosting of companies. Its purpose is to encourage the creation of innovative businesses that generate employment and economic diversification, with reduced costs at a subsidized price during the first years of activity.

To this end, the Center has 3 industrial warehouses and 2 offices intended for lease to companies, in addition to business support services and common use areas. Its fundamental objectives include:

• Encouraging the birth, startup, and consolidation of companies.
• Developing the local and regional productive and service fabric.
• Contributing to the socioeconomic balance of the area.
• Generating employment.

Support and advisory services

The Center integrates the City Council’s economic promotion services, with functions of technical assistance, information, and business advisory. In addition to accommodation and the mandatory common services of maintenance, cleaning, lighting, and hot water, voluntary services will be provided such as shared fax and photocopier, internet access, email and videoconferencing, notification telephone, secretarial services, meeting and conference rooms, training classrooms, and business registration.

The prices for voluntary services and common facilities for non-simultaneous use shall in no case exceed their cost, and the corresponding ordinance will establish the amounts and the payment procedure. The offer of these services will reach, as far as possible, any company, and is not exclusive to those hosted in the Center.

Obligations and causes for termination

The regulations establish a regime of obligations for the hosted companies, which must provide truthful information about their activity, provide a location address, comply with tax, labor, and fire prevention regulations, and allow inspection visits. Access to the modules will be uninterrupted, 24 hours a day, seven days a week, and the Center has a passive surveillance system connected to an alarm center.

The assignment of use shall be terminated for reasons such as the express waiver by the holder, the expiration of the term, non-payment of the price, subletting, company inactivity for three months, declaration of bankruptcy or insolvency, the death or incapacity of the holder, and breach of the conditions of the assignment. The decision for termination shall correspond to the competent body of the City Council and shall be processed through the corresponding administrative procedure.

Entry into force

The regulations will enter into force on the day following their publication in the Official Gazette of the Province of Ciudad Real, once the period provided for in article 65.2 of Law 7/1985 has elapsed. The announcement, number 2771, is signed by the mayor, Javier Navarro Muelas, dated August 26, 2026.

With this regulation, the Tomelloso City Council provides a stable and transparent framework for its business incubator, a key tool for entrepreneurs and for the creation of local employment. The regulation of the assignment of warehouses and offices at a subsidized price, together with advisory services, reinforces municipal support for new business projects in the region.
