Tolmin raises tourist tax to three euros per night from 2027

Accommodation providers and visitors in the Soča valley will pay 3.00 euros per person per night from 1 January 2027, after Občina Tolmin raised its tourist and promotional taxes. The Občinski svet Občine Tolmin adopted the change at its 33rd session on 15 September 2026, and the text was published in Uradni list Republike Slovenije št. 1431/2026 of 16 September 2026 (official reference EDA 2026-5881455000-0015).
The instrument is the Odlok o spremembi Odloka o turistični in promocijski taksi v občini Tolmin, which rewrites Article 5 of the Odlok o turistični in promocijski taksi v občini Tolmin (Uradni list RS, št. 24/24 and 55/24). The council acted under Article 17 of the Zakon o spodbujanju razvoja turizma (Uradni list RS, št. 13/18 and 100/25), Article 29 of the Zakon o lokalni samoupravi and Article 21 of the Statut Občine Tolmin (Uradni list RS, št. 13/09, 17/11 and 106/15). The decision carries file number 007-0005/2026 and is signed by the Župan Občine Tolmin, Alen Červ.
The new rates per night
Article 1 of the amending ordinance replaces the whole of Article 5 and fixes three figures:
- Tourist tax: 2.40 euros per person per day.
- Promotional tax: 25 percent of the tourist tax charged, that is 0.60 euros per person per day.
- Combined amount of both taxes: 3.00 euros per person per day.
The promotional levy is expressly calculated on top of the tourist tax, so the two are charged together rather than as alternatives.
Collection starts on 1 January 2027
Under Article 2, the tourist and promotional taxes are to be collected and remitted at the new rates from 1 January 2027 onwards. Article 3 provides that the ordinance enters into force on the fifteenth day after its publication in Uradni list Republike Slovenije, so the legal text takes effect in the autumn of 2026 while the higher amounts apply only from the start of the next calendar year.
The publication itself is an electronic edition of Uradni list Republike Slovenije, year XXXVI, issue 1431/2026, dated 16 September 2026, issued by the Služba Vlade Republike Slovenije za zakonodajo.
A wider municipal session
The tourist tax amendment was one of several Tolmin acts adopted at the same 33rd session and published in the same issue of the official gazette. The council also approved the Pravilnik o spremembi Pravilnika o dodeljevanju tržnih in službenih stanovanj ter stanovanj za mlade (issue 1432/2026) and the Odlok o programu opremljanja stavbnih zemljišč za območje občinskega podrobnega prostorskega načrta Stanovanjska zazidava Žabče (ŽB 05) (issue 1433/2026).
The tax decision is the one with the most immediate reach for the local visitor economy, since it applies to every overnight stay in the municipality rather than to a single housing or infrastructure programme.
What it means for the valley
The ordinance binds the providers of accommodation that register guests in Občina Tolmin, who must charge the combined 3.00 euros per person per night and remit it, and it sets the price signal that visitors to the Soča valley will see on their bills from the first night of 2027. Because the promotional component is defined as a fixed percentage of the tourist tax, any future change to the base rate automatically moves the total, keeping the two amounts linked at a 25 percent ratio.
