Tivissa opens the call to elect a titular and substitute justice of the peace
Por FactBox Admin

The Tivissa City Council has approved the public call for the election of the individuals who will hold the positions of titular and substitute justice of the peace in the municipality. The decision is contained in Mayoral Resolution no. 2026-0536, dated October 9, 2026, signed by Mayor Juan Cedo Sans, and is published in the Official Gazette of the Province of Tarragona on October 23, 2026 (CVE 2026-09615, p. 1-1). The procedure is part of file 1065/2026, opened on September 10, 2026, by the municipal Justice Office, with the High Court of Justice of Catalonia as the interested party.
The call is issued after the corresponding mayoral resolution has been approved and establishes the conditions that all applicants must meet, as well as the method and schedule for submitting candidacies. The text explicitly refers to Regulation 3/1995, of June 7, on justices of the peace, and the Organic Law of the Judiciary as the regulatory framework for the selection.
Requirements for applicants
The requirements are those established in Article 1 of Regulation 3/1995 and the organic legislation of the judiciary:
- Possess Spanish nationality.
- Be of legal age.
- Not be subject to any of the causes of incapacity established in Article 303 of the Organic Law of the Judiciary.
- Not be subject to any of the incompatibilities and prohibitions regulated in Articles 389 to 397 of the Organic Law of the Judiciary and in Article 14 of Regulation 3/1995.
Thirty business days to submit applications
The deadline for submitting applications is 30 business days starting from the day after the publication of the resolution in the Official Gazette of the Province. Interested parties must use the form provided by the Tivissa City Council, which will also be available on the municipal electronic office, tivissa.eadministracio.cat.
Applications can be submitted at the city council’s entry registry or through any of the channels regulated by Article 16.4 of Law 39/2015, of October 1, on the common administrative procedure of public administrations.
A community-based position with a four-year mandate
The justice of the peace is the judicial figure closest to the citizen in municipalities where there is no court of first instance and instruction. According to Regulation 3/1995, the appointed person must take office within twenty calendar days following the publication of the appointment in the official provincial gazette, with a prior oath or promise before the judge of first instance and instruction of the judicial district or the dean if there is more than one. The mandate is calculated from the publication of the appointment and has a duration of four years.
The final designation corresponds to the Governing Chamber of the High Court of Justice of Catalonia, which in the session of September 22, 2026, already agreed on the appointments of justices of the peace for a dozen municipalities in the province of Tarragona, including Tivissa, according to the edict published in the same bulletin on October 22, 2026 (CVE 2026-09788).
The call comes at a time when the municipality must fill both the permanent position and the substitute role, two positions that are resolved in a single procedure. For the residents of Tivissa, the resolution opens the door to participate directly in the designation of a figure who intervenes in daily coexistence matters, such as minor neighborhood conflicts or certain civil and criminal proceedings. The calendar, however, is tight: anyone wishing to apply must prepare the documentation and register it within the margin of 30 business days starting the day after the publication in the provincial bulletin.
