Por FactBox Admin

The Council of Ministers has appointed Jesús José Tirado Estrada as the new Chief Chamber Prosecutor of the Supreme Court Prosecutor’s Office in its Contentious-Administrative Section, the position of highest responsibility of the Public Prosecutor’s Office before the contentious-administrative jurisdiction. The appointment is formalized through Royal Decree 821/2026, of October 7, published in the Official State Gazette (BOE) no. 250, of October 8, 2026, with official reference BOE-A-2026-20921.
A decree endorsed by the State leadership
The text, signed by King Felipe VI on October 7, 2026, and endorsed by the Minister of the Presidency, Justice and Relations with the Courts, Félix Bolaños García, was approved at the proposal of the latter and “having seen that formulated by the Attorney General of the State,” with the Fiscal Council convened. The decision was adopted at the meeting of the Council of Ministers on October 6, 2026.
The legal basis for the appointment is supported by:
- Articles 36.1, 38.1, and 41.1 of Law 50/1981, of December 30, which regulates the Organic Statute of the Public Prosecutor’s Office.
- Articles 50.1 and 55.1 of the Regulations of the Public Prosecutor’s Office, approved by Royal Decree 305/2022, of May 3.
Career of the new chief prosecutor
Tirado Estrada is not a new name in the prosecutorial leadership. The BOE had already published his promotion to the first category of the prosecutorial career through Royal Decree 719/2021, of August 3 (BOE-A-2021-13300), by which he was appointed Chamber Prosecutor of the Supreme Court Prosecutor’s Office. Previously, in February 2017, he had been designated Deputy Prosecutor of the Prosecutor’s Office before the Constitutional Court by Royal Decree 157/2017, of February 24 (BOE-A-2017-1967).
With this new assignment, he assumes the leadership of the section that represents the Public Prosecutor’s Office before the Contentious-Administrative Chamber of the Supreme Court, the area in which appeals against acts and provisions of public administrations are resolved.
A series of prosecutorial appointments in the same gazette
The appointment is published within a block of resolutions from the Ministry of the Presidency, Justice and Relations with the Courts in section II.A of the same issue:
- Royal Decree 817/2026, of October 7 (BOE-A-2026-20918): termination of Roberto Brezmes Caramanzana as Chief Prosecutor of the Provincial Prosecutor’s Office of Lugo.
- Royal Decree 820/2026, of October 7 (BOE-A-2026-20919): promotion to the category of Chamber Prosecutor of María Teresa Vicente Calvo.
- Royal Decree 819/2026, of October 7 (BOE-A-2026-20920): appointment of María Teresa Vicente Calvo as Chamber Prosecutor of the Juvenile Chamber Prosecutor’s Office.

Relevance
The designation places Tirado Estrada at the head of one of the most sensitive sections of the Prosecutor’s Office of the Supreme Court, which establishes the criteria of the Public Prosecutor’s Office in litigation against the Administration and before the High Court itself. Furthermore, the appointment comes during a week of intense renewal of the prosecutorial leadership, with simultaneous changes in the Juvenile Prosecutor’s Office, the Prosecutor’s Office of the Balearic Islands, and the provincial leadership of Lugo, rearranging the command map of the Public Prosecutor’s Office for the new judicial term.
