Tierz opens the period for allegations regarding the modification of the IBI ordinance
Por FactBox Admin

The Tierz City Council has provisionally approved the modification of the fiscal Ordinance regulating the Property Tax (IBI), the tax levied on property ownership which residents pay annually in the municipal bill. The agreement of the entity’s Plenary, adopted in an ordinary session on June 4, 2026, is now published in the Official Gazette of the Province of Huesca number 194, corresponding to Friday, October 9, 2026, with the official reference BOPH-2026-194019. The publication opens a thirty-day period for interested parties to examine the file and submit any claims they deem appropriate.
The modification file was processed by the entity’s competent services and provisionally approved by the plenary body. The announcement appears in the Local Administration section, within the City Councils subsection, with publication file number 4464 and signed by the Mayor-President, Jesús Alfaro Santafé, in Tierz on October 6, 2026.
Legal framework and scope of the modification
The processing complies with the provisions of Article 17.2 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. This regulation requires that files for the modification of fiscal ordinances be submitted for public information before their final approval.
The published text does not yet detail the specific content of the changes to the tax quota elements, which are contained in the administrative file. The modification directly affects the IBI bill paid by property owners in the municipality.
Thirty days to submit allegations
The public information period is thirty days and is calculated starting from the day following the insertion of the announcement in the Official Gazette of the Province of Huesca. During this period:
- Any interested person may examine the file at the municipal offices.
- Allegations that are deemed pertinent may be formulated.
- The file is also available on the electronic office of the Tierz City Council: https://tierz.sedipualba.es/.
Final approval if there are no claims
If no claims have been submitted after the period has elapsed, the agreement will be considered definitively approved, without the need for a new plenary pronouncement. Otherwise, the allegations must be resolved before the final approval of the ordinance.
Other fiscal ordinances in process
The same plenary session of June 4, 2026, provisionally approved two other modifications to the municipality’s fiscal ordinances, published in the same issue of the gazette:
- The tax ordinance regulating the Mechanical Traction Vehicle Tax, with reference BOPH-2026-194020.
- The tax ordinance regulating the fee for the provision of the Nursery School service, with reference BOPH-2026-194021.
Both follow an identical public information procedure for thirty days and share the signature of the Mayor-President, Jesús Alfaro Santafé.
The modification of the IBI (Real Estate Tax) ordinance is the one with the greatest economic impact for residents, as it determines how the annual tax bill is calculated and how much is paid. The residents of Tierz have one month, starting from the day after this publication, to consult the file and file objections before the regulation is definitively established.
