Teruel concentrates 2.95 million from the FITE in six strategic tourism projects
Por FactBox Admin

The Department of Environment and Tourism of the Government of Aragon has resolved the call for grants for Strategic Projects in tourism matters intended for local entities in the province of Teruel, funded by the Teruel Investment Fund (FITE) for the year 2024. The resolution grants a total of 2,950,759.32 euros to six Teruel city councils and regions and dismisses the remaining applications. The decision is formalized in Order MAT/1614/2026, dated October 22, published in the Official Gazette of Aragon (BOA) number 215, dated November 6, 2026, with reference BOA20261106023.
The call stems from Order MAT/512/2026, dated March 23, which approved the regulatory bases and announced the grants funded by the 2024 FITE. The procedure is based on competitive bidding, and only local entities in the province of Teruel can be beneficiaries; they must prove compliance with tax and Social Security obligations, be up to date with the Chamber of Accounts of Aragon, and not incur the prohibitions of article 13.2 of the General Subsidies Law 38/2003, of November 17.
The Evaluation Commission assessed the applications and reported on July 22, 2026; the Director General of Tourism and Hospitality formulated the provisional proposal on July 27 and the final one on September 10. On October 8, the proposal was corrected to adjust the aid for the Teruel City Council to the amount actually requested. The beneficiaries had ten days to waive the grant, and all accepted.
Six beneficiaries and 2.95 million granted
The grants are paid from budget applications G/7511/760188/91224 and G/7511/760188/32224, and are distributed among the highest-scoring projects as follows:
- Alcañiz City Council: restoration and adaptation of the Lonja and City Hall and museographic implementation; 35.803 points; 568,792.13 euros granted out of 1,716,783.29 requested.
- Teruel City Council: corten steel sculpture of a Turiasaurus at the roundabout of the N-234 with Sagunto Avenue; 35.189 points; 509,797.01 euros.
- Albarracín City Council: urban restoration of the Plaza Mayor; 32.524 points; 516,699.59 euros out of 619,173.75 requested.
- Andorra City Council: construction of the multipurpose pavilion; 28.876 points; 458,744.84 euros out of 2,526,972.46 requested.
- Gúdar Javalambre Region: Ice Palace sports complex in Mora de Rubielos; 28.333 points; 450,118.36 euros out of 601,128.00 requested.
- Valderrobres City Council: Convention Center; 28.112 points; 446,607.39 euros out of 3,294,463.83 requested.
Among the six projects finally subsidized, 9,268,318.34 euros were requested, meaning the granted financing covers nearly one-third of the proposed investment.
Thirty-two projects discarded
The order dismisses the remaining initiatives as they do not fit the definition of a strategic project under Article 2 of Order MAT/512/2026: high-impact actions, planned for the long term, with high investment and a structured vision. Among those discarded are:
- Calamocha City Council: consolidation of the Convent of San Miguel Arcángel.
- Alcorisa City Council: museum and interpretation center for giants and big-heads (gigantes y cabezudos).
- Ariño City Council: recovery of a former mining residence for tourist use.
- Mirambel City Council: rehabilitation of the wall and the castle.
- Matarraña/Matarranya Region: phase II of the sustainable tourism project.
- Calanda City Council: remodeling of the Buñuel Calanda Center.
- Mora de Rubielos City Council: castle as a cultural and congress center.
The list of dismissed applicants also includes Beceite, Loscos, Griegos, Perales del Alfambra, Villel, La Puebla de Valverde, Peñarroya de Tastavins, Albalate del Arzobispo, Torrijas, Frías de Albarracín, Cantavieja, Vinaceite, Mazaleón, Bello, Moscardón, Samper de Calanda, Valdealgorfa, Ráfales, Puertomingalvo, Rubielos de Mora, and Híjar, in addition to Mora de Rubielos and the Cuencas Mineras Region.
Dismissed appeals and execution calendar
Six entities submitted appeals against the provisional proposal: Híjar City Council, Bronchales City Council, Cuencas Mineras Region, the minor local entity of Las Cuevas de Cañart, Escucha City Council, and Valderrobres City Council. The commission, in a report dated September 8, 2026, proposed to maintain the exclusion of their requests, and the final proposal rejected all appeals. In the final resolution, five of these entities are among the dismissed projects, while the Congress Palace of Valderrobres does receive a subsidy.
The expenditure execution period spans from January 1, 2025, to September 30, 2027, and the supporting documentation may be submitted until November 30, 2027. Against the order, which exhausts the administrative route, a contentious-administrative appeal may be filed before the High Court of Justice of Aragon or, optionally, a request for reversal (recurso de reposición) before the Regional Minister of Environment and Tourism within one month. The order bears the signature of the regional minister Luis Francisco Biendicho Gracia.
The resolution ends months of uncertainty for the municipalities of Teruel competing for a fund whose distribution rewards the scale and ambition of the projects: only six of the 38 initiatives submitted obtain funding, and in several cases for amounts far lower than requested, which will force the city councils to reprogram or seek complementary funds to carry out their tourism actions.
