Teruel opens the application period for the municipal taxi driver's license exams

The Teruel City Council has announced the examinations for obtaining the municipal taxi driver’s permit for the year 2026, approved by Decree No. 4742/2026, dated September 17, issued by the Mayor’s Office-Presidency. The call for applications is published in the Official Gazette of the Province of Teruel No. 183, dated September 24, 2026, under announcement number 2026-2729, and opens a period of ten business days for applicants to submit their requests.

The call is processed within administrative file No. 6024/2026/TE and is based on two regulations: Law 5/2018, of April 19, on Taxis, approved by the Cortes of Aragon, and the municipal ordinance regulating the public transport service in autotaxi vehicles, definitively approved by the Municipal Plenary in its ordinary session on November 5, 2012. The decree orders the publication of the rules in the provincial gazette, on the notice board of the Teruel City Council, on its website, and on its transparency portal, in addition to communicating the resolution to the delegated councilor for Transport Services, the delegated councilor for Public Safety and Local Police, and the Local Police.

Requirements and submission of applications

To be admitted, applicants must meet the following requirements:

• Be at least 18 years of age.
• Hold a type B driver’s license at the time of submitting the application.
• Submit a formal request addressed to the Hon. Mayor-President of the Teruel City Council.

Applications shall be submitted at the General Entry Registry of the City Council or through the means provided for in Law 39/2015, of October 1, on the Common Administrative Procedure. The documentation that must accompany them is limited to the D.N.I. (National ID) and the type B driver’s license.

The submission period is ten business days starting from the day following the publication of the call in the Official Gazette of the Province of Teruel. Once this period has ended, the provisional list of excluded and admitted candidates will be published on the notice board, with three business days for appeals or correction of errors; subsequently, the final list will be displayed along with the date, time, and place of the examinations.

A 20-question test on the city and the ordinance

Applicants must appear at the designated place, day, and time provided with their original and valid DNI. The exercise consists of a 20-question multiple-choice questionnaire regarding:

• The city’s streets and its places of interest, both tourist and official.
• The itineraries and service rates.
• Traffic regulations.
• The content of the municipal ordinance regulating the public transport service in autotaxi vehicles of Teruel.

To pass the examinations, it will be necessary to answer 50% of the questions correctly.

Tribunal and results

The qualifying tribunal shall be composed of the delegated councilor for the Transport Service as presiding officer, with the delegated councilor for Public Safety and Local Police as substitute; the Chief Inspector of the Teruel Local Police as full member, with an inspector or officer of the Local Police as substitute; and a General Administration technician from the Transport and Sanctions Unit as secretary, with a General Administration clerk as substitute.

Once the tests are completed, the list of candidates declared fit will be published, with three business days for allegations or claims. Once the list becomes final, those declared fit must provide, within a maximum period of ten business days, their ID (DNI), a type B driver’s license, and a medical certificate certifying that they do not suffer from any infectious-contagious disease or any other cause that prevents or hinders the normal exercise of the taxi driver profession.

The call for applications establishes the rules for access to a regulated activity in the capital of Teruel and conditions the incorporation of new professionals into the sector during 2026: anyone aspiring to drive a taxi in Teruel must prove knowledge of the city, the tariffs, and the ordinance, and complete the process within the deadlines set by the City Council.
