Por FactBox Admin

The Department of Territory, Housing and Ecological Transition has opened for public consultation the request for the declaration of public utility of the PE Conca de Barberà I wind farm and the evacuation infrastructures for the Conca de Barberà I, II and III wind farms. The announcement is published in the Official Gazette of the Generalitat de Catalunya (DOGC) number 9760, of September 29, 2026, with the reference CVE-DOGC-A-26264013-2026 and file FUE-2020-01801684. Interested parties have 30 days to submit allegations.
The declaration is requested by the company Desarrollos Eólicos Cuenca de Barberá, SL, with registered offices at Carrer O’Donnell, 12, 4t, Madrid. The project stems from two previous resolutions from the Directorate General of Energy: Resolution ACC/2956/2023, of June 24, which authorized the construction of the 50 MW wind farm in Ribera d’Ondara (published in DOGC number 8988, of August 28, 2023), and Resolution TER/2404/2025, of June 13, which did the same for the evacuation infrastructures (DOGC number 9443, of June 30, 2025).
The request is processed in accordance with Law 24/2013 of the electricity sector, Royal Decree 1955/2000, Decree-Law 16/2019, and Decree-Law 24/2021, and implicitly entails the need for urgent occupation of the affected assets and rights, according to Article 52 of the Compulsory Expropriation Law.

The object of the request covers the wind farm and the entire evacuation chain to the transmission network:
- Wind farm PE Conca de Barberà I, with 50 MW of installed capacity, on non-urbanizable land.
- Transformer substation SET parc eòlic Conca de Barberà I 30/220 kV.

Among the owners are private individuals, city councils such as those of Cervera, Ribera d’Ondara, Talavera, and el Pla de Santa Maria, and companies such as SAGMOR, SL or URSA Ibérica Aislantes, SA.
Consultation of the file and submission of allegations
The process is open for a period of 30 days starting from the day after the publication of the announcement, which will have the effects provided for in Article 44 of Law 39/2015 for owners of estates who are unknown, for whom notifications were unsuccessful, or whose address is unknown.
- The file can be examined at the Energy Section of the Territorial Services in Lleida, at Carrer Camp de Mart, 35, Lleida, and on the notice board of the Generalitat de Catalunya.
- In-person consultation requires a prior appointment by calling 973246650, from 9 a.m. to 2 p.m.
- Allegations may be submitted preferably by electronic means, indicating the file number FUE-2020-01801684 in the subject line and addressing them to the Department of Territory, Housing and Ecological Transition, Territorial Services in Lleida.
The announcement is dated Lleida, September 19, 2026, and is signed by Josse Terés i Cinca, director of the Territorial Services in Lleida.
The declaration of public utility is the instrument that enables the occupation of the land and, therefore, the prior step to the compulsory expropriation of the affected assets and rights. For the residents of the twelve municipalities involved, the process opens the only formal window to examine the list of estates and submit allegations before the project moves toward execution.
