Territori reorganizes the cabinet: Cabello becomes communications advisor

Barcelona. The Minister of Territory, Housing and Ecological Transition, Sílvia Paneque i Sureda, has dismissed Nerea Cabello Albaladejo as head of the Office of the Minister’s Secretariat and has appointed her as a communications advisor for the department. The dismissal takes effect on October 15, 2026, while the appointment is formalized in the same administrative act. The decision is published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9772, of October 14, 2026, in the Positions and Personnel section, under reference CVE-DOGC-A-26286052-2026.

Resolution TER/3641/2026, of October 13, signed in Barcelona by the head of the department, is issued under Legislative Decree 1/1997, of October 31, which approves the recast into a single text of the current provisions in Catalonia regarding public service, and Decree 2/2005, of January 11, on the legal regime of temporary staff of the Administration of the Generalitat de Catalunya. It also invokes Agreement GOV/239/2025, of October 21, which determines the number of job positions reserved for temporary staff, as modified by Agreement GOV/157/2026, of July 7.

This move is not a new appointment. Cabello Albaladejo had held the position of head of the Secretariat Office since September 2024, when Resolution TER/3235/2024, of September 4, designated her for the role (DOGC no. 9245, of 10.9.2024). She now leaves this responsibility and moves to the area of institutional communication within the cabinet.

A swap of positions within the cabinet

The resolution regarding Cabello Albaladejo does not come alone: the same DOGC no. 9772 publishes two more resolutions from the Department of Territory, Housing and Ecological Transition, also signed on October 13, which fit together and outline a reorganization of trust positions.

• Resolution TER/3640/2026 (CVE-DOGC-A-26286053-2026): dismisses Maria del Mar Bayona Garcia as communications advisor, effective October 15, 2026, and appoints her as head of the Communications Office.
• Resolution TER/3639/2026 (CVE-DOGC-A-26286054-2026): provides for the dismissal of Ester Domingo Olive as head of the Communications Office, effective October 6, 2026, upon the termination of services on October 5, 2026, and thanks her for the services provided.
• Resolution TER/3641/2026 (CVE-DOGC-A-26286052-2026): dismisses Nerea Cabello Albaladejo as head of the Office of the Minister’s Secretariat and appoints her as communications advisor.

The result is a chain of relays: the communications advisor vacancy left by Bayona Garcia is filled by Cabello Albaladejo, and the vacancy for head of the Communications Office left by Domingo Olive is filled by Bayona Garcia.

Functions and remuneration of the new position

The resolution details the functions that will correspond to Cabello Albaladejo as a communications advisor:

• Advise the minister in the field of institutional communication and prepare support documents for their public interventions.
• Analyze and propose measures to promote formulas for the projection and awareness of departmental activity.
• Assess, together with the Communications Office, the impact of the department’s actions in the media and analyze the informative content produced by the media.
• Analyze the information flows between the Minister’s Cabinet and the different units of the department and propose improvements.
• Any other function that, according to its nature, is expressly entrusted to them.

Regarding remuneration, the position corresponds to a civil servant position of group A, destination supplement level 27.1, working hours exceeding the normal workday and a special dedication schedule, with a specific supplement of 37,642.56 euros per year. For comparison, the position of head of the Communications Office held by Bayona Garcia has a specific supplement of 41,455.08 euros per year, according to Resolution TER/3640/2026.

Deadlines and avenues for appeal

The resolution exhausts the administrative route. Interested parties may, optionally, file a request for reversal before the same body that issued it within one month from the day following its publication, or a contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Barcelona —or before the court of the district of their residence— within two months, in accordance with articles 123 and 124 of Law 39/2015, of October 1, and articles 8, 14, and 46 of Law 29/1998, of July 13.

Appointments of temporary staff are positions of political trust: their appointment and dismissal are discretionary and do not require a competitive process, but they must be published in the official bulletin and adhere to the number of positions authorized by the Government.
