Territori opens public information on the expropriations of the N-II in Mataró

The Department of Territory, Housing and Ecological Transition has submitted for public information the list of assets and rights affected by the execution of the pacification works of the N-II and the bike lane in Mataró, between kilometer points 644+700 and 647+725. The decision is contained in Resolution TER/3203/2026, of September 7, published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9752, of September 16, 2026, with the reference CVE-DOGC-A-26252101-2026. The owners of the affected assets and rights have 15 days to submit allegations.

The project, identified as PCCIB21095 “Pacification of the N-II and bike lane in Mataró from PK 644+700 to 647+725. Mataró”, was approved on July 16, 2026. According to the resolution, the Administration’s approval implicitly entails the declaration of public utility, the need for occupation, and the declaration of urgent occupation of the assets and rights affected by expropriation, as provided for in article 19 of Legislative Decree 2/2009, which approves the Revised Text of the Roads Law.

The procedure is framed within articles 17, 18, and 19 of the Compulsory Expropriation Law, of December 16, 1954, in relation to article 56 of its Regulation. The publication is also made in accordance with article 44 of Law 39/2015, of October 1, on the common administrative procedure, in order to reach owners of unknown estates or those with an unknown address.

15-day period for allegations

Once the concrete and individualized list of affected assets and rights has been received, a public information period of 15 days is opened so that the owners can make any allegations they deem appropriate, for the sole purpose of correcting possible errors in the aforementioned list.

All interested parties and holders of real rights or economic interests in the affected assets may submit allegations to the Department during this 15-day period to correct errors or omissions in the list of assets, rights, or owners. The public information and the corresponding plans can be consulted at the link https://seu.gencat.cat.

Two affected estates in the municipality of Mataró

The annex to the resolution details the affected estates, both in the municipality of Mataró, of an urban nature and subject to temporary occupation:

• Estate 1: polygon 25730, plot 11, owner CABRE JUNQUERAS SA, with a temporary occupation of 1,630.00 m².
• Estate 2: polygon 42870, plot 01, owner MATARÓ CITY COUNCIL, with a temporary occupation of 424.00 m².

Altogether, the planned temporary occupation area totals 2,054 square meters.

Data protection and issuing body

The resolution incorporates basic information on data protection: the processing is identified as “Expropriations” and the controller is the Directorate General for Mobility Infrastructures. The declared purpose is to manage the actions necessary for the expropriation of assets and rights deriving from the actions of the Department or other departments, bodies, or administrations when entrusted to do so.

The publication opens the formal channel for owners and holders of rights over the affected properties to review the list and correct errors before the occupation is consolidated, a preliminary step to the execution of works intended to transform mobility on the N-II as it passes through Mataró.
