Territori endorses seven battery plants in Begues, Vallirana, and Olesa de Bonesvalls
Por FactBox Admin

The Department of Territory, Housing and Ecological Transition has resolved that the seven battery energy storage plants BESS Begues I to BESS Begues VII, each with 5.04 MW and 20.06 MWh, are not required to undergo an ordinary environmental impact assessment. The decision is contained in Resolution TER/3432/2026, dated August 13, signed by the Director General of Environmental Policies and Natural Environment, Marc Vilahur i Chiaraviglio, and published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9766, dated October 5, 2026, with the reference CVE-DOGC-A-26271001-2026. The facilities are located within the municipal boundaries of Vallirana, Olesa de Bonesvalls, and Begues.
The project is being processed via the simplified route, in accordance with section n, group 4, of Annex II of Law 21/2013, of December 9, on environmental assessment, as amended by Royal Decree 445/2023, of June 13, which subjects stand-alone electrochemical battery energy storage to this procedure. The application was submitted on April 20, 2026, by the Directorate General of Energy to the Environmental Territorial Office of Barcelona, under file OTAABA20260035-URB 035-26 and reference FUE2025-04353294.
Seven plants and four promoters
The project is promoted by four companies from the Macrina Solar group:
- MACRINA SOLAR 21, SL
- MACRINA SOLAR 22, SL
- MACRINA SOLAR 25, SL
- MACRINA SOLAR 26, SL
The seven plants are located on a plot of developable land in the Can Prunera industrial estate, in Vallirana, with an area of 4,763.38 m² and cadastral reference 8909104DF0880N. The environmental document analyzed four location alternatives, including the “no-action” alternative, and concluded that the second was the most viable from environmental, technical, and economic perspectives.
Technical characteristics and layout
Each plant will have an installed capacity of 5.04 MW and 20.06 MWh, with four hours of autonomy. The chosen technology is lithium iron phosphate, due to its safety and thermal stability, and each installation consists of four PowerTitan 2.0 containers from the brand Sungrow, with six string PCS and one MVS5140-LS transformer station (0.69/25 kV). The set includes liquid cooling systems, fire extinguishing and lighting, and two prefabricated sectioning and metering centers: one for plants I-IV and another for V-VII.
The 25 kV evacuation line to the SE Begues substation, owned by e-distribución, is divided into three sections:
- Underground section of 3,541.05 m, from the sectioning center to support 1.
- Overhead section of 254.05 m, crossing a forested area.
- Underground section of 524.70 m, to the substation.
The route runs through the terms of Vallirana, Begues, and Olesa de Bonesvalls, and approximately 245 m of the underground line pass through the PEIN Muntanyes de l’Ordal and the Natura 2000 Serres del Litoral central network area (code ES5110013).
Environmental conditions and sectoral reports
The resolution imposes twelve additional conditions on the promoter, among which the following stand out:
- Study the compaction of the overhead section with the existing parallel power line.
- Install bird diverters and insulators according to Royal Decree 1432/2008, of August 29.
- Comply with the considerations of the Cartographic and Geological Institute of Catalonia, which has detected subsidence of up to 4 mm/year in the area.
- Obtain authorizations from the Catalan Water Agency (ACA) before starting the works.
- Carry out clearing and earthworks outside the nesting period, from March 15 to June 15.
- Execute all works affecting the subsoil under archaeological control authorized by the Department of Culture.
- Present a landscape impact and integration study.
- Limit the working hours, around urbanized areas, from 8:00 a.m. to 8:00 p.m.
During the consultation phase, reports were issued, among others, by the Department of Culture, the ACA, the Department of Agriculture, Livestock, Fisheries and Food, the General Sub-directorate of Industrial Safety, the Cartographic and Geological Institute of Catalonia, and the Territorial Urbanism Commission of the Barcelona Metropolitan Arc. Once the works are completed, the promoter must deliver a report signed by the environmental management of the work to the Projects Service.
The resolution is relevant for the residents of the three municipalities involved, as it unblocks the environmental path for a set of seven storage facilities that will occupy industrial land and deploy more than 4.3 km of power line to the Begues substation. The report is not appealable in itself, but the imposed conditions—archaeological control, protection of avifauna, water authorizations, and landscape study—will condition the subsequent authorization of the project.
