Por FactBox Admin

The Terrassa City Council has approved the update of the budget that will govern the bidding and public contracting of the works for the optimization of the high-level sanitation facilities in the western sector of the city, and has definitively set the execution period for the works at twelve (12) months. The decision, adopted by the Municipal Plenary in the session of July 24, 2026, is recorded in Plenary Agreement number 114/2026 and was made public via an edict in the Official Gazette of the Province of Barcelona on August 26, 2026, with official reference CVE 202610134797.
The action corresponds to administrative file APMV/2024/8, processed by the Ecological Transition Area and the Environment Service of the corporation. The objective of the project is the optimization of the high-level sanitation facilities in the western sector, affecting the areas of Can Gonteres, Can Palet de Vista Alegre, and Les Martines, three nuclei of the municipality.
An updated budget as the basis for the tender
The plenary agreement approves the update of the project budget, which now constitutes the economic basis upon which the bidding and subsequent contracting of the works will be governed. This update allows the initial figures to be adapted to current market conditions before launching the public procurement procedure.
Furthermore, the Plenary rectifies the execution period of the works, which is definitively established at twelve (12) months. This term will be one of the key elements that companies interested in submitting a bid must take into account.
Publication and transparency
The edict has been inserted in the Official Gazette of the Province of Barcelona, the local press, and the City Council’s notice board (e-board), ensuring its public dissemination. The document can be consulted on the corporation’s website, within the municipal Electronic Office space, under the Public Works Projects section.
The edict bears the signature of Laia Font Maldonado, head of Environment and Sustainability, dated August 18, 2026, by delegation of signature from the General Secretary of the City Council on May 8, 2025.
Appeal periods
Against the agreement, which exhausts the administrative route, interested parties may file the following appeals:
- Contentious-administrative appeal before the competent jurisdictional body, within a period of two months from the day following the publication of the edict in the gazette, according to article 46.1 of Law 29/1998, of July 13.
- Optional appeal for reversal before the same body that issued it, within a period of one month, in accordance with articles 123 and 124 of Law 39/2015, of October 1, on common administrative procedure.
The resolution of the appeal for reversal has a deadline of one month; if this passes without express notification, a contentious-administrative appeal may be filed within the following six months after the presumed dismissal.
The tender for these sanitation works represents a step forward in the improvement of the hydraulic infrastructures of the western sector of Terrassa, an action that directly affects the quality of the high-level sanitation service for the residents of Can Gonteres, Can Palet de Vista Alegre, and Les Martines. Companies in the sector now have a defined economic and temporal framework to prepare their bids.
