Terrassa regulates the sale of chestnuts and sweet potatoes for All Saints' Day

The Terrassa City Council has approved the regulatory bases for the granting, under a competitive bidding process, of temporary authorizations for the non-sedentary sale of chestnuts and sweet potatoes for All Saints’ Day. The resolution was adopted by Public Road Department Decree no. 26420, dated September 15, 2026, and is published in the Official Gazette of the Province of Barcelona on September 21, 2026, with the reference CVE 202610142032. The authorizations will be granted for four locations and will cover the period from October 1 to December 13, 2026.

Legal framework and competent body

The bases are framed within articles 53 to 59 of Decree 336/1988, of October 17, which approves the Regulation of assets of local entities of Catalonia. The granting is governed by the principles of objectivity, publicity, and competition, and the authorizations do not modify the legal nature of the public domain nor generate a right to compensation in case of revocation.

The competent body to grant the licenses is the Mayor’s Office-Presidency or the department to which it has delegated the competence, in accordance with article 53.1.r) of the Revised Text of the Municipal and Local Regime Law of Catalonia and article 60 of Decree 336/1998. The document is signed by Fina Fernández Fernández, Director of Public Road Services, Security, Municipal Towing, and Civil Protection.

Applicants must be registered for the Economic Activities Tax under headings 663.1 and/or 663.9, be up to date with Social Security and municipal taxes, and have civil liability insurance with a minimum coverage of 300,000 euros.

Four stalls and ten business days to apply

There are four locations offered:

• Stall number 1: central promenade of Rambla d’Ègara, 137.
• Stall number 2: central promenade of Rambla d’Ègara, 211.
• Stall number 3: Plaça del Dr. Robert.
• Stall number 4: Plaça dels Drets Humans.

The deadline for submitting applications is 10 business days starting from the day after the publication of the bases in the provincial gazette. Applications should preferably be submitted through the Electronic Office of the Terrassa City Council, under the procedure “Authorization for the installation of a sales stall for traditional festivities”, or by any of the means listed in article 16 of Law 39/2015. Each applicant may only submit one application and must indicate three locations in order of preference; a single holder cannot be awarded more than one authorization.

Schedules, stalls, and scoring scale

The occupation of the public domain shall be carried out with removable structures, never fixed, and the placement of elements nailed to the ground or attached to trees, lampposts, or walls is prohibited. The schedules are:

• Assembly: from 7:00 to 9:00 h.
• Sales: from 9:00 to 22:00 h.
• Dismantling: on the same day the license expires, from 21:00 to 23:00 h.

The technical services will evaluate the proposals with a maximum of 30 points: up to 15 for proven seniority in Terrassa in the sale of chestnuts and moniatos (1 point per year) and up to 15 for the characteristics of the sales location. Within this second block, the visual aspect of the stall is worth up to 5 points (chestnut seller’s clothing, wicker baskets, wooden boxes, product display, and decorative lights, 1 point each) and the type of installation up to 10 points (5 for the quality and safety of the structure and 5 for the covering with awnings or sunshades). In the event of a tie, a draw will be held.

The successful bidders must pay the fee of Fiscal Ordinance no. 3.11, regulating the use of the surface, airspace, and subsoil of public roads, and must keep the space clean, deposit waste in the selective collection containers, and not dump hot ashes. It is also mandatory to have an approved fire extinguisher at the stall.

Impact for stallholders

The call establishes an explicit scale that rewards seniority and the aesthetic quality of the stalls, meaning that the city’s traditional stallholders start with an advantage but will have to document their merits with photographs and certificates. With four available spaces and a sales period of nearly eleven weeks, the procedure is relevant for public road traders who wish to secure a point of sale before All Saints’ Day.
