Terrassa opens a tender for 38 stalls at the Bisbe Castelltort market
Por FactBox Admin

The Terrassa City Council has approved the rules of the competition to grant municipal authorizations for non-sedentary sales at the new weekly Saturday market on Bisbe Castelltort street, in the Ègara neighborhood. The text was approved by the Decree of the Department of Commerce and Markets no. 28313/2026, dated October 7, 2026, and is published in the Official Gazette of the Province of Barcelona (BOPB) on October 28, 2026, with the reference CVE 202610159327. Interested stallholders have fifteen business days, counting from the day after publication, to submit their application to the municipal General Registry.
The market is a new creation, promoted through municipal competencies in commerce, economic promotion, and the management of non-sedentary sales markets. According to the rules, it is created to expand the local commercial offer, stimulate the economic activity of the neighborhood, and offer an accessible, diversified, and quality shopping space. To launch it, it was necessary to tender the authorizations for private use of the public domain corresponding to each commercial typology.
The legal regime of the competition is completed by:
- The Ordinance on non-sedentary sales at Terrassa markets, published in the BOPB on April 17, 2015.
- Decree 162/2015, of July 14, on non-sedentary sales in merchants’ markets.
- Law 18/2017, of August 1, on commerce, services, and fairs.
- Law 33/2003, of November 3, on the heritage of public administrations, and Law 39/2015, of October 1, on the common administrative procedure.
Thirty-eight stalls and twenty commercial typologies
The competition offers 38 stalls divided into 20 typologies, and the sale at each location will be exclusively limited to the products assigned in the award resolution. The distribution is as follows:
- Women’s fashion: 6 stalls.
- Home textiles, fruit and vegetables, and lingerie and underwear: 3 stalls each.
- Home furnishings and utensils, pastry and bakery, deli and cheeses, churrería, footwear, children’s fashion, and jewelry: 2 stalls each.
- Flowers and plants, drugstore and cleaning, animal feed, rotisserie and prepared food, preserves and olives, eggs and farm products, men’s fashion, sleepwear, and leather goods: 1 stall each.
The City Council reserves the right to modify the assigned typology with justification and to redistribute the physical location of the stalls during the first year of operation, for reasons of public interest and without the right to compensation.
Fifteen business days and only one application per person
Applications must be submitted to the General Registry of the Terrassa City Council within fifteen business days following the publication in the BOPB; those arriving after the deadline or through other channels will not be admitted. Each natural or legal person may only submit one application and opt for a single typology; if several are submitted, only the first will be admitted, and no one may be awarded more than one authorization.
The required documentation includes:
- The standardized application form and the responsible declaration of compliance with the requirements.
- The DNI, NIE, or equivalent document and, for legal entities, the deed of incorporation and proof of representation.
- The descriptive report of the activity and products, with a minimum of four recent photographs of the stall.
- Documentation proving the alleged valuation criteria.
The successful applicants must subsequently provide a civil liability insurance policy with a minimum coverage of 300,000 euros, in addition to certificates proving they are up to date with tax obligations and Social Security.
One hundred points, fifteen years of validity, and reserve list
The authorizations will be valid for fifteen years from the award resolution and will be granted through competitive bidding to the highest score within each typology, with a minimum of 50 points out of 100. The criteria are distributed as follows:
- Product characteristics: up to 20 points.
- Proven experience in non-sedentary sales: up to 20 points.
- Presentation and characteristics of the stall: up to 20 points.
- Payment methods and digitalization: up to 15 points.
- Improvements in service provision: up to 10 points.
- Environmental sustainability: up to 10 points.
- Training related to the activity: up to 5 points.
The Valuation Committee is composed of the Director of Economic Activity Services as president, the Head of the Trade and Markets Service, and the Technical Manager of the same service. Anyone who exceeds 50 points without a spot will enter a reserve list by typology, valid for two years, which will cover vacancies in order of score. The procedure must be resolved within a maximum of six months, and the decree is signed by Raquel Poveda Navarro, head of economic and administrative management of the Economic Promotion area, by delegation of the General Secretary.
For the stallholders, the competition is the only way to access one of the 38 spots in a market that begins with a fifteen-year authorization and a merit-based scoring procedure. For the first time, the call establishes the rules of the game for the new Ègara market: local products, digitalization, and sustainability will now count in the selection of those who will sell there every Saturday.
