Terrassa licita vuit parades del mercat setmanal del dimecres fins al 2040

The Terrassa City Council has opened the tender to transfer eight municipal non-sedentary sales authorizations at the Martí l’Humà Market, the weekly Wednesday market. The rules were approved by Decree of the Department of Commerce and Markets no. 28442/2026, dated October 9, 2026, and were published in the Official Gazette of the Province of Barcelona (BOPB) on October 20, 2026, under reference CVE 202610152892. Interested parties have fifteen business days to submit their application to the General Registry.

The procedure affects the licenses that current holders have communicated they wish to transfer due to voluntary cessation, retirement, or unforeseen situations not attributable to their will. The market is set up every Wednesday of the year on Béjar Avenue, from 9 a.m. to 1 p.m., with more than 200 stalls selling clothing and footwear, crafts, drugstore items, books, music, and food. All current authorizations, including those now being transferred, expire on October 6, 2040.

The rules are framed within the Ordinance on non-sedentary sales at Terrassa markets, published in the BOPB on April 17, 2015, and in Law 33/2003, of November 3, on the Assets of Public Administrations, which establishes the competitive bidding regime. Law 18/2017, of August 1, on commerce, services, and fairs, and Decree 162/2015, of July 14, on non-sedentary sales in merchant markets, also apply.

Eight stalls, from 3,700 to 10,000 euros

There are eight authorizations up for tender, with different linear meters and transfer prices:

  • A006, delicatessen, 8 linear meters, €8,000.00.
  • A052, textile-clothing, 8 meters, €8,000.00.
  • A083, other merchandise-music, 8 meters, €4,000.00.
  • A095, textile-clothing, 6 meters, €3,700.00.
  • B005, leather-hides-footwear, 10 meters, €8,000.00.
  • B037, textile-clothing, 6 meters, €4,000.00.
  • B042, textile-clothing, 8 meters, €4,000.00.
  • B048, textile-clothing, 8 meters, €10,000.00.

The sale of each stall is exclusively limited to the typology assigned in the award resolution. The Administration reserves the right to modify this typology at the time of the award, by reasoned resolution and for reasons of public interest, to ensure greater variety and balance of the commercial mix.

Fifteen business days and a draw if there are multiple applicants

The deadline for submitting applications is fifteen business days starting from the day after the publication of the announcement in the BOPB. Each bidder may only apply for one stall and may indicate a preference number for a second option if the first remains vacant.

The award is direct when there is only one interested party who meets the requirements. If there are several candidates for the same stall, it is resolved by lottery in a public act. The Evaluation Committee is composed of the Director of Economic Activity Services, who presides, a senior technician from programs B, and a technician from the Trade and Markets Service Management. The maximum term to resolve is three months from the closing of applications, and administrative silence has a dismissive effect.

300,000 euro insurance and a single authorization per person

Applicants must meet the requirements of article 5 of the municipal ordinance and prove them with a responsible declaration:

  • Be legally constituted and registered in the corresponding registry, in the case of legal entities.
  • Possess residence and self-employment work permits, in the case of non-EU traders.
  • Be registered for the Economic Activities Tax and up to date with payments.
  • Be registered with the Social Security system, both the owner and the contracted workers.
  • Have civil liability insurance with a minimum coverage of €300,000.00.
  • Not accumulate ownership of more than one authorization.

The awardees must pay the transfer amount to the transferor and, additionally, the annual municipal taxes. For the 2026 fiscal year, the occupation fee is €2.31 per linear meter per day, with semi-annual receipts, and the transfer rights fee is €173.13.

Impact for the traders

The call initiates about a dozen stalls that would otherwise remain empty and sets the rules of the game until 2040, a fourteen-year horizon that conditions any generational relief in the market. For traders who wish to retire, it is the only way to transfer the activity with municipal approval; for those seeking a spot, an opportunity to enter a market of more than 200 stalls with an access cost ranging from 3,700 to 10,000 euros. If a stall remains vacant, the current owner must prove that the activity continues or it will be understood that they waive ownership, and the space will revert to the Terrassa City Council.
