Terrassa approves replacing pneumatic collection and suspends licenses

The Plenary of the Terrassa City Council, in a session held on July 24, 2026, initially approved the “Specific Modification of the POUM to replace pneumatic waste collection with high-efficiency systems. June 2026”, promoted by the council itself. The agreement, which also approves the suspension of licenses in various urban planning areas for two years, is published in the Official Gazette of the Province of Barcelona on September 14, 2026, with the official reference CVE 202610137827.

A change in the waste collection model

The specific modification of the Municipal Urban Planning Plan (POUM) aims to replace the pneumatic waste collection system with high-efficiency systems. The processing is based on article 73.2 of Legislative Decree 1/2010, of August 3, which approves the Recast Text of the Urban Planning Law of Catalonia (TRLU), which regulates the suspension of licenses within the scope of the specific modification of planning.

The suspension of licenses will be in effect for two years from the start of the validity of the agreements. While in effect, and in accordance with article 102.4 of the Urban Planning Law Regulations (RLU), derived urban plans may be processed or licenses based on the current regime may be granted if they are compatible with the determinations of the new planning, provided that the application and objectives of the new plan are not jeopardized once definitively approved.

Areas affected by the suspension

The suspension of licenses affects a set of partial plans, urban improvement plans, and action polygons in the municipality:

  • Can Colomer-Torrent Mitger Partial Plan (PP-CCO001)
  • Can Marcet Partial Plan (PP-CMA01)
  • Les Aymerigues Partial Plan (PP-AYM001)
  • Can Montllor Urban Improvement Plan (PM-CMO01)
  • Torre-sana Urban Improvement Plan (subsectors 1 and 2)
  • Action Polygons 1 and 2 of the specific modifications of the POUM on Avinguda del Vallès (MP-CAN001)
  • Polygon 2 of ca n’Anglada (MP-CAN002)

Public information and consultation

The proposal is open for public information for a period of one month starting from the day after the date of the last publication of the notice, which will be inserted in the Official Gazette of the Province of Barcelona, the Official Gazette of the Generalitat de Catalunya, the local press, the corresponding electronic media, and the City Council’s Notice Board. During this period, any allegations deemed appropriate may be submitted.

The document can be consulted at the offices of the Urban Planning Services of the Terrassa City Council (c/ Pantà, 20, 2nd floor), and by electronic means using the secure verification codes (CSV) at the municipal electronic office. The notice is signed by the Director of Urban Planning Services, Marta Gómez Enrich, by delegation of signature from the General Secretary of the City Council.

Impact on citizenship

The decision represents a change of model in the city’s waste management and directly affects pending urban projects in the indicated areas, which will see licenses frozen for two years. For residents and developers, the public information period is the opportunity to submit allegations before the final approval of the new planning.
