Tenerife opens public consultation on its flood risk maps

The Tenerife Insular Water Council has opened a three-month public consultation process regarding the update of the preliminary flood risk assessment and the hazard and risk maps of the third cycle in the island’s hydrographic demarcation. This is stated in an announcement dated August 14, 2026, signed by the manager Javier Davara Méndez, published in the Official Gazette of the Canary Islands number 172, dated August 27, 2026.

The process is framed within the compliance of Directive 2007/60/EC, incorporated into the Spanish legal system through Royal Decree 903/2010, of July 9, on the assessment and management of flood risks. The Vice-Presidency of the organization, through decrees dated August 13, 2026, agreed to take the documents into consideration and submit them to public participation.

Two documents for consultation

The process covers two technical documents that are being revised in a coordinated manner:

• Update of the Preliminary Flood Risk Assessment in the Tenerife Hydrographic Demarcation (3rd cycle), public consultation document of August 2026, which will revise the one approved and consolidated by Decree of March 27, 2026.
• Revision and update of the flood hazard and risk maps of the 3rd cycle, public consultation document of August 2026.

The maps subject to the process correspond to the new Areas of Significant Potential Flood Risk (ARPSI) identified in the preliminary assessment also submitted for consultation.

Deadline and how to participate

The consultation period is three (3) months, counted from the day following the publication of the announcement in the official gazette. During this period, any person, natural or legal, may submit suggestions or observations.

The documents will be accessible on the website of the Insular Water Council, www.aguastenerife.org. Contributions may be submitted:

• At the headquarters of the organization, at Leoncio Rodríguez street, no. 7, El Cabo Building, 2nd floor, 38003, Santa Cruz de Tenerife.
• Through any of the forms established in Article 16 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

When proposals contain personal data, their submission will imply consent for their publication within the framework of the participatory process, and the data will be incorporated into the corresponding files in accordance with current legislation on data protection. Participants may exercise the rights of access, rectification, cancellation, and opposition through a request addressed to the organization.

Relevance for the island

The public consultation allows citizens and entities to learn about and provide opinions on the identification of the areas at highest risk of flooding in Tenerife, a preliminary step to civil protection planning and risk management measures. Citizen participation in this process is key to ensuring that the final maps reflect local knowledge of watercourses and historically affected areas, and to guiding future emergency planning on the island.
