Telefónica will occupy a livestock path to install fiber optics in northern Córdoba

The Territorial Delegation of Sustainability and Environment in Córdoba, under the Regional Government of Andalusia (Junta de Andalucía), has opened a one-month public information period for the occupation of the livestock route “Vereda del Camino de Fuente la Lancha a Alcaracejos” (code 14070007), in the municipality of Villanueva del Duque. The file, with reference VP/0965/2026 (T0220), corresponds to the project by Telefónica de España SAU to migrate its copper network to a fiber optic network for telecommunications services.

The announcement is published in the Official Gazette of the Province of Córdoba number 162, dated August 21, 2026 (pages 12549-12550), with reference BOP-A-2026-2679, and allows any natural or legal person to examine the file and submit allegations.

Legal Framework and Issuing Body

The agreement is adopted under Article 14 of Law 3/1995, of March 23, on Livestock Routes (BOE No. 71), and Article 48 of Decree 155/1998, of July 21, Livestock Routes Regulations of the Autonomous Community of Andalusia (BOJA No. 87). It also invokes the competence attributed by Decree 9/2026, of July 9, and the organic structure of the Department, as well as Article 83 of Law 39/2015 on Common Administrative Procedure, and Article 13.1.e) of Law 1/2014 on Public Transparency of Andalusia.

The agreement was signed in Córdoba on July 27, 2026, by the territorial delegate, Rafael Martínez Ruedas.

Project Scope

The action by Telefónica affects three municipalities in the north of the province of Córdoba:

• Peñarroya-Pueblonuevo
• Hinojosa del Duque
• Villanueva del Duque

The occupation of the livestock route is necessary for the installation of the new fiber optic infrastructure that will replace the current copper network.

How to Consult and Submit Allegations

During the public information period, the documentation may be consulted electronically on the Portal of the Junta de Andalucía, in the Transparency and Active Publicity section, as well as at the offices of the Territorial Delegation, at Tomás de Aquino s/n street, Multiple Services building, 7th floor, in Córdoba, from 9:00 to 14:00 hours, Monday to Friday, by appointment.

Allegations, addressed to the head of the body adopting the agreement, must be submitted through the General Electronic Registry of the Junta de Andalucía, at any registry of the Department, or at any other administrative registry, in accordance with Article 16.4 of Law 39/2015.

The opening of this procedure represents a key step for the modernization of telecommunications in the north of the province, where the replacement of copper with fiber optics will improve the speed and quality of service in three municipalities of the Los Pedroches region. Furthermore, the allegations period ensures that residents and entities affected by the occupation of the livestock route can participate in the decision before the installation is authorized.
