Telefónica will occupy the Cañada Real de Pruna in Marchena for fiber optics

The Territorial Delegation in Seville of the Ministry of Sustainability and Environment of the Regional Government of Andalusia has opened a period for public information and allegations to authorize the occupation of the livestock route Cañada Real de Pruna, in the municipality of Marchena (Seville), requested by Telefónica de España, S.A. The agreement is published in the Official Gazette of the Province of Seville, number 178, Monday, September 14, 2026, with official reference BOP-SE-2026-178018 and file VP/497/2026.

The occupation is intended for the execution of the project for new fiber optic piping via crossing and the installation of a manhole, through underground piping, to connect Telefónica base station 4101057, located in plot 19, parcel 37, of the Polvero area, with the company’s existing fiber optic network. The affected area of the livestock route is 58.70 square meters.

Regulatory Framework

The procedure is processed in accordance with Article 48.1 of the Livestock Routes Regulations of the Autonomous Community of Andalusia, approved by Decree 155/1998, of July 21, in relation to Article 83 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, and Article 13.1.e) of Law 1/2014, of June 24, on Public Transparency in Andalusia. The agreement is signed by the territorial delegate, Inmaculada Gallardo Pinto, with a digital signature date of June 17, 2026.

Deadlines and How to File Allegations

The file will be on public display for one month, counted from the day following the publication of the agreement in the gazette. Simultaneously, a period of fifteen days is granted, starting from the day following the receipt of the notification, to formulate allegations, according to Article 245 of Decree-law 3/2024, of February 6, on administrative simplification and rationalization of the Regional Government of Andalusia.

• Allegations, addressed to the head of the body adopting the agreement, shall be submitted in writing at any Administration registry.
• They may be delivered at the General Electronic Registry of the Regional Government of Andalusia, at any registry of the Ministry of Sustainability and Environment, or at any other administrative registry.
• The documentation can be consulted on the Ministry’s website and at the Territorial Delegation in Seville, located at Avda. de Grecia, 17 (Los Bermejales Administrative Building), from 9:00 to 14:00 hours, Monday to Friday, by appointment.

Impact for Residents

The action affects a livestock route, a protected public domain asset, and the residents of Marchena, who may examine the project and submit allegations during the open period. The underground fiber optic cabling aims to improve the connectivity of the Telefónica base station in the Polvero area, a preliminary step toward the final authorization for the occupation of public land.

Citizen participation in this procedure is the means for interested parties to learn the scope of the work and formulate observations before the Administration resolves the occupation of the livestock route.
