Telefónica will occupy four livestock tracks to install fiber optics

The Territorial Delegation in Seville of the Ministry of Sustainability and Environment has agreed to open a period for public information and allegations regarding the application by Telefónica de España, S.A. to occupy four livestock routes within the municipal boundaries of Cazalla de la Sierra and El Pedroso (Seville). The announcement is published in the Official Gazette of the Province of Seville number 165, dated Wednesday, August 26, 2026, with official reference BOP-SE-2026-165022 and file number VP/1518/2025.

The occupation is part of the execution of the technological migration project from the copper network to an aerial and underground fiber optic network for telecommunications services, which involves several crossings and longitudinal impacts on the public livestock domain. The affected area amounts to 332.75 m².

Affected livestock routes

The project affects four livestock routes located in the municipal boundaries of Cazalla de la Sierra and El Pedroso:

• Vereda del Valle
• Vereda del Sotillo
• Cordel del Arroyo de San Pedro
• Vereda de Nava Honda

Deadlines and procedure

The agreement, signed by the territorial delegate Inmaculada Gallardo Pinto on May 21, 2026, establishes two distinct periods:

• One month of public exhibition of the file, counted from the day following its publication in the provincial gazette.
• Fifteen days to submit allegations, starting from the day following the receipt of the notification, in accordance with article 245 of Decree-law 3/2024, of February 6.

The documentation may be consulted on the website of the Ministry of Sustainability and Environment and at the Territorial Delegation itself, located at Avda. de Grecia, n.º 17 (Los Bermejales Administrative Building), from 9:00 to 14:00 hours, Monday to Friday, by appointment.

Regulatory framework

The procedure is conducted in accordance with article 48.1 of the Livestock Routes Regulations of the Autonomous Community of Andalusia, approved by Decree 155/1998, of July 21 (BOJA no. 87, of August 4), in relation to article 83 of Law 39/2015, of October 1, on Common Administrative Procedure, and article 13.1.e) of Law 1/2014, of June 24, on Public Transparency in Andalusia.

Allegations, addressed to the head of the body adopting the agreement, may be submitted in writing at any Administration registry, in the General Electronic Registry of the Junta de Andalucía, or at any registry of the Ministry, without prejudice to the provisions of article 16.4 of Law 39/2015.

The opening of this procedure represents one more step in the deployment of fiber optics in the Sierra Norte of Seville, which will replace the copper network, but affects public livestock domain assets of traditional use. Residents and entities of Cazalla de la Sierra and El Pedroso now have the opportunity to review the file and submit allegations within the indicated deadlines before the occupation authorization is resolved.
