TDLC calls for public hearing regarding used tire tender

The Free Competition Defense Court (TDLC) has called for a public hearing on October 7, 2026, at 10:00 AM, within the framework of the case regarding the modification of the bidding terms for the management of used tires. The notice was published in the Official Gazette of the Republic of Chile, No. 44,549, on Saturday, September 12, 2026, Section I, page 1.

The hearing will be held at the Court’s premises and is part of the proceedings titled “Request by the Collective Management System Corporation for Used and End-of-Life Tires Neuvol for the modification of bidding terms approved by Report No. 29/2022”, Case NC No. 570-26.

The summons was issued by resolution on September 3, 2026, in accordance with item 3) of Article 31 of DL No. 211, which regulates the defense of free competition in Chile. The case originates from the request by Neuvol, a collective management system corporation for used and end-of-life tires, to modify the bidding terms approved via Report No. 29/2022.

The procedure allows those who have provided background information within the timeframe specified in item 1) of Article 31 of DL No. 211 to express their opinion at the hearing. To do so, they must meet the following requirements:

  • Appear in the manner prescribed by Law No. 18,120.
  • Provide written notice at least 24 hours prior to the start of the hearing.
  • Submit new background information only up to ten business days before the scheduled date, meaning until September 25, 2026, inclusive.

Relevance for the Recycling Industry

The case has a direct impact on the waste management market and the tire recycling industry in Chile, as the bidding terms define the conditions under which the management of these wastes is awarded. The resolution was signed by the Court’s Secretary Lawyer, Valeria Ortega Romo.

The public hearing constitutes a participation instance for sector stakeholders, who may present their observations on the bidding terms before the Court rules on the requested modification.
